- Two people are facing murder charges in the death of 2-year-old Isaiah Jones, also known as Isaiah Velez, following an investigation into what Rochester police described as prolonged physical abuse.
The investigation began May 10, when first responders found Isaiah unresponsive at an apartment building on Dewey Avenue in Rochester's Maplewood neighborhood. He was taken to Rochester General Hospital, where medical staff observed multiple bruises, bite marks and other injuries.
Isaiah died eight days later on May 18. The Monroe County Medical Examiner's Office later ruled Isaiah's death a homicide caused by complications from non-accidental blunt force injuries to his head.
Police said additional non-accidental injuries were found on his body.
In August, police announced the arrests of Isaiah's mother, 25-year-old India Duncan, and 30-year-old Joshua Velez.

The woman, identified only by a pseudonym in the lawsuit, filed the complaint Sept. 16, saying she was sexually assaulted at the Chi Phi fraternity house in October 2024 after being pressured into snorting ketamine, smoking marijuana and drinking alcohol. She became completely incapacitated while frat members were sexually assaulting her, the lawsuit alleges.

Surveillance video from inside the bus captures the tense moments as several students were preparing to get off when the bus suddenly began rolling forward.
Students said they initially thought the driver was moving the bus around a corner before realizing something was wrong.
"A couple students got off, maybe like two or three, and then he slowly started drifting forward," student Alexis said. "And then his head went down."
After friends alerted her to what was happening, Alexis rushed toward the front of the bus and stepped on the brake pedal.
