- Lake Travis is rising rapidly Friday morning as heavy releases from Hill Country dams and continued inflow from the Llano and Pedernales rivers push water levels higher, according to the Lower Colorado River Authority.
"This is a very dynamic situation and conditions can change very rapidly. As of mid-afternoon Thursday, we project that Lake Travis will rise five to seven feet by Friday," said Clara Tuma, a public information officer for the LCRA.
Those projections were quickly overtaken by conditions on the ground.

- Buncombe County Parks and Recreation is offering a colorful new opportunity this summer for beginning artists - a guided painting session called Painting in the Park.
For Buncombe County Parks and Recreation Program Assistant and session teacher Caitlyn Fogarty, it's all about giving people a way to express themselves.
"Sometimes it's hard to just sit down and paint in your house," Fogarty said.
The Painting in the Park series guides beginners on painting basics and how to use colors together.
"We'll kind of all paint the same thing, but I definitely encourage people to kind of make it their own" Fogarty said.
Fogarty says all are welcome, regardless of skill level.
For some, this is the artistic outlet they didn't know they needed.

- Asheville leaders said they're making progress on one of the city's biggest challenges, affordable housing.
Asheville Affordable Housing Officer Sasha Vrtunski said hundreds of affordable homes are now complete, under construction or in the pipeline as they work to address a growing housing shortage.
"Really, this is housing for our neighbors, the people we see at the grocery store, our teachers and our service workers in restaurants," said Vrtunski. "We definitely know that a lot of people are struggling."
Vrtunski said the city's investment is aimed at helping working families stay in the community. According to Asheville's 2024 Housing Needs Assessment, the city needs significantly more rental housing and homeownership options to keep up with demand.

- Texas is expanding its response to severe flooding as state leaders warn another round of heavy rain could bring more dangerous conditions to parts of Central and South Texas.
During a Thursday briefing at the State Operations Center, Gov. Greg Abbott said protecting lives remains the state’s top priority as life-threatening flooding continues.
“Once again, life-threatening catastrophic flooding remains our main risk tonight and overnight through the early morning hours,” Abbott said.
Abbott said 59 counties remain under a flood watch, with Uvalde and Johnson City among the communities facing the greatest risk over the next 24 hours. He also warned that record river levels are expected in several locations, including along the Nueces River near Uvalde.

- Buncombe County homeowners will see a different approach to their property taxes this year after county commissioners approved a change tied to a new state law.
Commissioners voted to use 2025 property values for this year’s tax bills after the state delayed the county’s scheduled 2026 property reappraisal until next year.
The delay left county leaders with two options: cut nearly $25 million from the county budget or use last year’s property values while adjusting the tax rate.
"The state legislation that came out was around the real estate values that the county would use in your tax bills... the value that you had last year, 2025, is the property tax value that you will have this year. It's simply delayed the use of the revaluation for a year," Buncombe County Manager Avril Pinder said.
Under the approved plan, the county will use 2025 property values and increase the county tax rate to 61.54 cents per $100 of assessed value....

- UVALDE, Texas - Uvalde County reported its first flood-related fatality Thursday after authorities found a vehicle in floodwaters north of Uvalde.
At about 10:30 a.m. Thursday, July 16, 2026, Incident Command received a radio notification from Texas Department of Public Safety Air Unit 108 reporting it saw the taillights and reverse lights of a vehicle bobbing in floodwater about four miles north of Uvalde at the intersection of U.S. Highway 83 North and County Road 400, according to the Uvalde Police Department.
A Texas DPS boat team approached the vehicle and confirmed a male occupant was dead, the release said.

- Witnesses are describing the frightening moments that unfolded outside Shakey's early Wednesday morning after an officer-involved shooting left one man dead.
According to the Asheville Police Department, officers responded around 2 a.m. to reports of a person firing a gun in the parking lot outside Shakey's, a bar on North French Broad Avenue in the downtown area.
Police said that when officers arrived, they heard gunfire and saw a man actively firing a weapon. Officers returned fire, killing the man.
Taylor Pace and Lando Brooks were inside Shakey's when the shooting began.
"It sounded like something between a car backfiring and fireworks," Brooks said.

- SAN ANTONIO - A tornado touched down near The Rim on Wednesday morning, damaging businesses, apartment complexes and leaving thousands without power as heavy rain and flash flooding continued across the San Antonio area.
The National Weather Service confirmed the tornado crossed Interstate 10 between The Dominion and Shavano Park. It was first reported around 7:50 a.m. in Shavano Park.
The tornado caused significant damage to the Palladium IMAX theater, the Oasis San Antonio apartments, and other nearby commercial properties.

- After spending several months developing next year's budget, Buncombe County commissioners have now voted on an amendment.
"Having to meet this evening and make budget amendments really undoes all of the work that we have put in as commissioners and county staff have put in over the last seven months," said Amanda Edwards, chair of the Buncombe County Board of Commissioners.
The vote comes amid recent legislation. Senate Bill 889 places a moratorium or a one-year delay on applying updated property values for tax purposes. But the county used those values when setting the tax rate when it passed its budget.
On July 1, Senate Bill 474 passed. It offers Buncombe County a potential exemption from the moratorium, but only if the county adopts a revenue-neutral tax rate rounded to the nearest penny.

- Staff at one of the largest domestic violence shelters in western North Carolina said that ever since Helene, there has been an increased demand in people seeking emergency shelter with people staying there three times longer than they used to over the past two years.
Now, after recently expanding, the shelter is adding more staff to the team to keep up with the uptick of those urgently seeking a safe place to stay.
“It feels like a lot – we have a lot of need,” Safelight CEO Lauren Wilkie told News 13. “Folks are having more mental health, more medical needs and getting treatment is hard to access and it’s expensive. So we have a lot of acute needs that we work through.”

This comes after it was revealed that Priscilla Hendrix, owner of Blackford Wellness, faces 10 felony charges after investigators accused her of diagnosing clients and distributing prescription weight-loss medication without a North Carolina medical license.
Hendrix operated her wellness business out of a medical office she rented on Mt. Carmel Drive in Asheville, but near her home in Leicester. On Tuesday, July 14, News 13 visited both locations in an attempt to speak with Hendrix, but no one answered.
Charity Ogle, a former client of Hendrix's, spoke Tuesday, saying she was angry and frustrated by what she now believes was a con by Hendrix for her and other clients. Ogle said a friend referred her to Hendrix, whom she initially felt was legitimate.

- Nearly two years after a wrong-way crash claimed the life of a 21-year-old Durham man, his parents have filed a wrongful death lawsuit against a downtown Asheville bar, alleging it illegally served alcohol to a woman who was already intoxicated before the deadly collision.
Lori Hudson and Anthony Henshaw, the parents of Caleb Hudson Henshaw, who died in the crash, filed the lawsuit against The Bier Garden and Eden Alexis Jo Russo.
According to the complaint, Russo was served alcohol at The Bier Garden on Sept. 8, 2024, despite allegedly already being impaired. The lawsuit claims she then left the bar, drove the wrong way on Interstate 40, sideswiped two vehicles near mile marker 43, before colliding head-on with Henshaw's vehicle, killing him. The complaint alleges Russo was traveling about 75 miles per hour at the time of the crash.

- The Asheville Police Department says its increased presence in the downtown business district over the past three months led to more police-initiated crime prevention and citations, as well as more arrests of repeat offenders.
The increase in enforcement is part of APD's "Downtown Plan," which is the result of concerns made by business owners regarding the city's reputation.
From April through June, officers conducted 389 officer-initiated actions, including citations or arrests for trespassing and public intoxication. That's about 100 more actions than during the same period last year.
"I think it's a positive result," said Captain Evan Coward, who oversees patrols. "We're able to see numbers that confirm what people in the streets are telling us, and deploying our resources has had an actual effect."

- The American Red Cross is facing an emergency blood shortage and is urging people to donate blood as soon as possible to help protect patient care. The organization says a steep decline in blood donations since the end of May has created a growing gap between the nation's blood supply and patient need. Arrest warrants allege Hendrix diagnosed, prescribed and distributed tirzepatide to two clients during five transactions between July and September 2025. Tirzepatide is a GLP-1-based medication used for diabetes and weight loss.
According to the warrants, Hendrix used forged prescription information that either listed her as a certified nurse practitioner or used the name of another nurse practitioner as the medical provider.
