A day after News 13 reported Craggy Correctional Center is closing because of a shortage of prison officers tied to low salaries, state audit data shows the hiring problem stretches across agencies statewide.
The state auditor’s report identified nearly 9,000 vacant positions across the North Carolina government. Agency leaders and employee advocates say low pay is making it harder to recruit and retain workers.

- Downtown Asheville business owners are calling for more proactive police presence and long-term safety solutions after Asheville police confirmed officers used pepperballs to disperse a large crowd on Banks Avenue early Sunday morning.
The incident happened around 2 a.m. near several nightlife businesses in one of downtown Asheville's growing entertainment corridors.
Asheville police declined News 13's request for an on-camera interview regarding the incident, but provided a statement by email explaining what led up to the response.
In the statement, APD said officers were already on Banks Avenue conducting crime prevention after several calls for service connected to 32 Banks Ave over the past month. Those calls, according to police, included "gun discharge, sexual assault, fight with weapons, trespass, and assisting EMS."

- It's been one month since two dogs were starved to death at a boarding and training kennel in Swannanoa, according to investigators. Four employees face felony charges in the death of the dogs.
On Tuesday, May 19, News 13 sat down with the owner of the two dogs as she continues her plea for justice.
For Morgan Glenn, her two huskies named Pneuma and Melo weren't just pets; they were family. Pneuma would have turned 10 this year, and Melo would have turned 4.

North Carolina Department of Adult Correction (NCDAC) officials say the problem is keeping enough prison officers at low starting salaries, combined with the high cost of living in Buncombe County.
South Carolina starts at $44,000 and Alabama at $52,000, according to Department of Adult Correction data.
Craggy Correctional Center officers start at around $39,000 because it was built as a medium-security facility, but average starting salaries for a prison correction officer in North Carolina are just over $37,000.

- All three suspects are in custody Sunday evening after at least 12 shootings across Austin that left four people injured, authorities said.
Austin Police Chief Lisa Davis identified two suspects as a 15-year-old and a 17-year-old.
The 17-year-old, later identified as Cristian Mondragon, had an existing warrant for the theft of a firearm from the same store where the 15-year-old had stolen a gun from Saturday. Davis said both firearms used in the shootings were stolen.
The Travis County Sheriff's Office confirmed that Mondragon is charged with Aggravated Assault with a Motor Vehicle, Unlawful Use of a Motor Vehicle and Evading Arrest with a Vehicle.

- The Asheville Police Department says a new surveillance technology could help them solve violent crimes more quickly with a new Real-Time Intelligence Center approved by the Asheville City Council on Tuesday, May 12.
The council approved a $1.14 million federal grant to create the center, allowing APD to access camera feeds. APD already has access to more efficiently through a centralized system inside police headquarters downtown.
Deputy Chief Shawn Aardema with APD said that the department already uses camera footage from systems operated by partners such as Asheville City Schools and the Housing Authority of the City of Asheville.
“So instead of having to log into each one of those systems, an analyst just logs into Fusus and they can click on a location on the map and it will come up and say these are the available cameras in that area,” Aardema said. “It’s kind of a one-stop shop to access whatever video evidence is available.”

At a special meeting on Wednesday, officials from Buncombe, Henderson, Madison, and Transylvania counties shared updates on developments already underway and discussed new funding opportunities aimed at supporting low-income families, people experiencing homelessness and survivors of domestic violence.
One project nearing completion is Lakeshore Villas in Arden, a development in partnership with Mountain Housing Opportunities.
The federally funded project includes 120 affordable housing units that are already leasing and are expected to officially open in late May.

The vehicle was discovered between 5 and 6 a.m. in the 500 block of Richland Hills after a person walking their dog spotted the vehicle on fire. According to investigators, the passerby saw a woman at the scene who said she had already called authorities, but the witness called 911 as well.

- A livestreamer known online as “Chud the Builder” is facing attempted murder and other felony charges after authorities said a confrontation outside the Montgomery County Courthouse escalated into a shooting.
Dalton Eatherly, 28, was arrested Wednesday following the shooting outside the courthouse at 2 Millennium Plaza in Clarksville, according to the Montgomery County Sheriff’s Office and the Tennessee District Attorney General’s Office.

- Educators are reacting to North Carolina lawmakers putting together a budget that includes an 8% average pay raise for teachers.
State House Speaker Destin Hall announced their proposed budget framework in a press conference on Tuesday afternoon.
"The largest average teacher pay increase at least since 2006 and one of the largest that we’ve seen in probably the last 30 years or so," said Hall.
Hall said the proposed pay raise is designed to make N.C.'s starting teacher pay number one in the South, and it would also aid veteran teachers, giving increases across the salary schedule.
"We have several teachers who work second jobs. We have teachers who do DoorDash and Uber," said Asheville City Schools chief of staff Dr. Kimberly Dechant.

- Sand Hill Kitchen in Asheville has begun serving free meals to community members in need every day that the business is open.
The corner sandwich shop, located inside a BP gas station, has been open since 2017. Founder and Chef Jamie Wade moved to the mountains to be closer to family. She saw the space available and made her move.
"I always wanted to have a breakfast and lunch type place, and living in this neighborhood and community, I knew that there was a need for a place like this here," she said.
Wade has lived and worked all over the country, but said Asheville is particularly special.
She described Sand Hill as a made-from-scratch, quick-service restaurant, with its fried chicken sandwich being the most popular item by far.
Wade explained how, being in the food industry, she has always worked to address food insecurity. Her efforts picked up even more as the need grew immensely after Helene.

The judge didn't allow cameras in court, but since it was an open court hearing, reporters were allowed in to cover it.
