The acknowledgement from military officials contradicts a number of past assurances from Russian President Vladimir Putin that tens of thousands of soldiers near the Ukrainian border would pull back from their positions to allow a fair presidential election. Now it's expected the withdrawal will be completed by June 15, the date the second round of voting will held if no candidate wins an overall majority in tomorrow's ballot.
