Why is the House of Commons sitting on a Saturday?
The House is sitting to debate the Government’s new Brexit deal. On Thursday, the Prime Minister, Boris Johnson, agreed a deal with the European Union.
To comply with the Benn Act (officially known as the European Union (Withdrawal) (No. 2) Act 2019) the House of Commons needs to agree to this deal or vote for a no deal before Saturday 19 October 2019, or ask for an extension to Article 50.
How did MPs decide to sit on Saturday?
MPs debated the motion on 17 October. It passed without division.

The Queen's Speech
The Queen's Speech is delivered by the Queen from the Throne in the House of Lords. Although the Queen reads the speech, it is written by the government. It contains an outline of its policies and proposed legislation for the new parliamentary session.
After the Queen's Speech
When the Queen leaves, a new parliamentary session starts and Parliament gets back to work. Members of both Houses debate the content of the speech and agree a reply, known as the ‘Address in Reply to Her Majesty’s Gracious Speech’. What happens during State Opening?
State Opening is the main ceremonial event of the parliamentary calendar. It begins with the Queen's procession from Buckingham Palace to Westminster. The Queen arrives at Sovereign's Entrance and proceeds to the Robing Room. She leads the Royal Procession through the Royal Gallery to the chamber of the House of Lords.
The Queen’s representative in Parliament, the House of Lords official known as Black Rod, is sent to summon the House of Commons. The doors to the Commons chamber are shut in her face, a practice dating back to the Civil War. This symbolises the Commons' independence from the monarchy. - On Monday 7th October, MPs will debate a petition urging the UK to make demands to the EU and UN to sanction Brazil to halt increased deforestation of the Amazon. Daniel Zeichner MP, a Member of the Petitions Committee, will open the debate.
The petition, which has more than 122,000 signatures, states: “The government of Brazil led by Bolsonaro favour the development of the Amazon rainforest over conservation, escalating deforestation.
“Indigenous people have called for the EU to impose trade sanctions on Brazil to halt the deforestation because they fear genocide.”
In response to the petition, the Government said: “The United Kingdom shares concerns about deforestation in the Amazon rainforest, and the severe impact on the climate, biodiversity and livelihoods. However, key to tackling these issues is to work with Brazil to find solutions rather than imposing sanctions.”

The Prime Minister announced his deal for withdrawal from the European Union, which is currently being considered by EU officials. He announced that he would replace the Northern Ireland backstop, the mechanism for preventing a hard border between Northern Ireland and the Republic of Ireland. He proposed that instead Northern Ireland would become part of the UK customs territory, and the backstop would be replaced by a regulatory zone covering all areas of the island of Ireland.
The Prime Minister again stated that Britain would leave with or without a deal on 31 October 2019.

The House of Commons will sit at 11.30am. There will be no oral questions and so no Prime Minister's Questions. The business will begin with urgent questions, followed by any ministerial statements. Applications for emergency debates may also be heard.

- The Lord Speaker, Lord Fowler, announced the arrangements for the House of Lords to resume. He said:
“Following discussions with the Government and the Opposition, the House of Lords will resume sitting tomorrow at the normal Wednesday time of 3pm and will also sit on Thursday at 11am. The House of Lords performs a vital constitutional function. It holds the Government of the day to account and will continue to do just that.”
Following this morning's Supreme Court ruling Lord Fowler said:
“The judgment of the Supreme Court today is clear; Parliament is not prorogued. It is my expectation that the House of Lords will resume sitting at the earliest opportunity and I am in discussions with the Leader of the House of Lords, the Leader of Her Majesty’s Opposition and the other party leaders about the process.”

- Today we remember the 60,000 people who gathered in Manchester on 16 August 1819 to demand the vote and representation in Parliament. Hundreds of these peaceful protesters were injured and 18 were killed but our democracy is their legacy.
The massacre became known as Peterloo, a major event in Manchester’s history and a defining moment for Britain’s democracy. It was a catalyst for subsequent generations campaigning for change, inspiring the Chartist movement and the Great Reform Act of 1832.
In 1819 Manchester did not have its own Member of Parliament but now in 2019 Greater Manchester is represented by 27 MPs. One of them is Lucy Powell, MP for Manchester Central, she tells us why it is so important to remember the Peterloo massacre and what it means to her.

- Lord Constantine became the first black person to be appointed to the House of Lords as a life peer on 26 March 1969.
This followed the passing of the Life Peerages Act in 1958 which opened the House to the whole of society, with members being appointed to contribute to our parliamentary democracy based on their knowledge and experience, regardless of their gender or background. The Life Peerages Act began a process of increasing diversity in the House of Lords.
The Lord Speaker’s Advisory Panel on Works of Art are pleased to celebrate this significant anniversary through this lecture by Brian Scovell, sports journalist and writer, and Professor Jeffrey Hill, author of Learie Constantine and the Race Relations in Britain and the Empire.
