The unmanned aerial vehicle (UAV) was tracked by radar after entering Nato airspace and struck the roof of a building in Galati, a port city in eastern Romania.
The impact caused a fire, which led to people being evacuated from the site, and two civilians were taken to hospital after suffering minor injuries.
The Romanian military scrambled two F-16 fighter jets and a helicopter to monitor further hostile UAVs, and alert messages were sent to residents in the affected areas.

Army servicemen were among the victims in the attack on Sunday in the turbulent south-western province of Balochistan, a senior official said.

- A gunman who reportedly believed he was Jesus Christ was shot dead by Secret Service agents after opening fire outside the White House on Saturday evening.
Nasire Best, 21, had a history of mental health issues and was known to authorities, according to Fox News.
A Secret Service spokesman confirmed the suspect had opened fire at about 6pm local time (11pm BST), before being shot by agents.
He had pointed the gun at a window of a security checkpoint on the outskirts of the White House complex.
Best was taken to hospital, where he later died. A bystander was also hit in the exchange and remains in a serious condition, according to CBS News. No one else was injured.

- SpaceX launched its biggest, most powerful Starship yet on a test flight that saw it eventually crash down into the Indian Ocean.
The redesigned rocket took its first flight on Friday, two days after Elon Musk announced he was taking the company public.
Nasa is counting on the upgraded rocket to take its astronauts to the moon, while the chief executive of SpaceX wants it to deliver humans to Mars.
The spacecraft lifted off from the southern tip of Texas, carrying 20 mock Starlink satellites that were released midway through the hour-long spaceflight that stretched halfway around the world.
It reached its final destination – the Indian Ocean – despite some engine trouble, before erupting in flames upon impact. That last part was not unexpected, according to SpaceX.
Mr Musk called it “an epic” launch and landing. “You scored a goal for humanity,” he told his team via X.
