- Can fisheries and aquaculture keep growing while protecting fish stocks and ecosystems? Fisheries and aquaculture provide employment for millions and food for billions, yet climate change, illegal fishing and pollution continue to put marine resources at risk. The OECD Review of Fisheries 2025 examines how fisheries are managed and how public support can shape outcomes across the sector.
Fish production and trade are growing, with USD 381 billion in aquatic products produced in 2022, three times the value recorded in 2005. The review finds that scientifically managed fish stocks are generally healthy, but that stronger management could increase both food production and profitability.
The review also highlights how poorly targeted government support can encourage overfishing and illegal fishing. Better designed policies can strengthen the productivity, resilience, profitability and sustainability of fisheries and aquaculture.

- Why is the global development financing system falling short of sustainable development goals? Today's development financing system is not delivering the intended results. While total financing for development reached USD 5.24 trillion in 2022, we are still USD 4 trillion short each year of what is needed to achieve global development goals.
The external debt of developing countries is growing and increasingly costly, crowding out critical investments in sustainable development. In 2023, 38% of developing countries spent more than 10% of government revenue on debt interest payments rather than on education, healthcare or clean energy. These pressures are making sustainable development harder to achieve. The impact of disasters is also ten times more costly, as a share of GDP, for the economies of least developed countries than for those of the richest countries.
