NATO Allies have decided to take on the whole military operation in Libya under the United Nations Security Council Resolution. Our goal is to protect civilians and civilian-populated areas under threat of attack from the Gaddafi regime. NATO will implement all aspects of the UN Resolution. Nothing more, nothing less.
This is a very significant step, which proves NATO's capability to take decisive action.
In the past week, we have put together a complete package of operations in support of the United Nations Resolution by sea and by air. We are already enforcing the arms embargo and the No Fly Zone, and with today's decision we are going beyond. We will be acting in close coordination with our international and regional partners to protect the people of Libya.

- NATO has decided to enhance its surveillance operation in the Central Mediterranean by increasing the operating capability of NATO AWACS aircraft to 24 hours a day. This is part of our long-standing counter-terrorist Operation Active Endeavour.
This decision to increase the air surveillance in the Mediterranean has been taken this week by the 28 Permanent Representatives of the North Atlantic Council, who remain concerned over the situation in Libya.
NATO Airborne Warning and Control System aircraft, or AWACS, routinely monitor the airspace in the Mediterranean, as part of Operation Active Endeavour, a long standing mission which has given the Alliance an enhanced awareness of activity across the Mediterranean since 2001.

The Chairman of the NRC-MR offered his condolences to the Russian Federation on the tragic events at Domodedovo Airport two days ago, stating that we stand together in the fight against terrorism.
During the meeting, the NRC CHODs approved the NRC-MR Work Plan for 2011. This Work Plan builds on the success of the 2010 Work Plan, and seeks to deepen and broaden NATO-Russia military cooperation. The plan covers six agreed areas of cooperation, Logistics, Combating Terrorism, Search and Rescue at Sea, Counter Piracy and two new areas of cooperation, Theatre Missile Defence and Military Academic Exchanges.

NATO's Istanbul Cooperation Initiative, launched at the Alliance's Summit in the Turkish city in June 2004, aims to contribute to long-term global and regional security by offering countries of the broader Middle East region practical bilateral security cooperation with NATO.
ICI focuses on practical cooperation in areas where NATO can add value, notably in the security field. Six countries of the Gulf Cooperation Council were initially invited to participate. To date, four of these -- Bahrain, Qatar, Kuwait and the United Arab Emirates -- have joined. Saudia Arabia and Oman have also shown an interest in the Initiative.

Part I: BUILDING PEACE tells of NATO's gradual engagement in support of United Nations' efforts to end the Bosnian War (1992-1995) and the deployment of its first peacekeeping force in December 1995. NATO's mission continued for nine years until responsibility for security was handed over to the European Union in December 2004.

- Next week marks the 15th anniversary of the Dayton Peace Agreement, which brought and end to the Bosnian War (1992-1995) and led to the deployment of NATO's first peacekeeping force.
This was an important milestone, not only for Bosnia and Herzegovina and security in the Western Balkans, but also for NATO's post-Cold War transformation.
Watch out for our three-part video documentary, tracing the evolution of NATO's relations with Bosnia and Herzegovina, From Peacekeeping to Partnership, which will be launched on 14 December.
