- A high-stakes debate is underway at Portland City Hall over the future of the Moda Center, where the City Council is considering a plan to invest up to roughly $120 million in arena upgrades.
Supporters say renovating the Moda Center would help secure the Portland Trail Blazers' long-term future in the city and deliver economic benefits. Others say they are waiting to learn more as the city begins its discussions.
City councilors outlined several priorities, with significant overlap among them.
At least two councilors said they want the Blazers to pay rent. They argue taxpayers should not be the primary source of funding for a project that would also directly benefit the team.

- A malnourished harbor seal pup found abandoned on the shores of Bellingham is recovering at a marine rehabilitation facility in Des Moines after being rescued, officials said.
The pup was brought to SeaLife Response, Rehab and Research, or SR3, where veterinary staff say the animal was likely separated from its mother after people got too close.
Casey McLean, SR3's executive director and veterinary nurse, said the pup was found on a popular beach in Bellingham with lots of people and dogs nearby. Adult harbor seals are naturally skittish around humans, she said, and approaching too closely can cause mothers to abandon their young.
"Adults are very skittish and wary of humans," McLean said. "Getting too close can actually cause moms to abandon their babies."

- The nonprofit that manages Portland's popular Washington Park is seeking the city's permission to use a field off Southwest Sherwood Boulevard for temporary overflow parking later this Summer.
Parking is routinely congested at Washington Park, which is home to the Oregon Zoo, Japanese Garden, and more. The park is managed by Explore Washington Park (EWP).
This month, EWP applied for a permit to use a section of Sherwood Field, which is South of the Rose Test Garden and the Japanese Garden, as an overflow lot for four weekends in July and August.

- Flames climbing into the tree canopy near a southwest Portland dealership turned out to be a fire involving four Amazon Prime electric delivery vans, prompting a larger fire response and an arson investigation.
The fire was reported shortly before 2:30 a.m. by the Rivian Electric Vehicle Service Center along Southwest 1st Avenue, just south of the I-405 overpass. Multiple callers dialed 911, reporting trees on fire with one of the callers possibly identifying a van on fire.
Firefighters arrived to find “a significant amount of fire” that had spread into the canopy and involved multiple vehicles, according to Portland Fire and Rescue spokesperson Rick Graves.
With at least four vans burning—and an initial belief that five were involved—crews upgraded the response and added four more engines, a squad, two trucks and two chiefs.
The nature of the fire proved challenging for firefighters working to contain the blaze.

- Portland residents who need help staying cool during the current heat wave still have time to apply for a free air conditioning unit through a city assistance program.
Officials are encouraging eligible residents who cannot afford an air conditioning unit to apply before the June 30 deadline. People can sign up by calling 311 or by visiting the program website.
The program comes as high temperatures settle into the region for at least the next several days. Officials are working to prevent additional heat-related deaths after several potential fatalities have been reported already this summer.

- Another gray whale washed up on the Oregon coast last week, this time in Gearhart, according to Seaside Aquarium.
The 41-foot-long male had been dead for months before washing up on the beach, Seaside Aquarium general manager Keith Chandler said.
He noted that there have been 19 total whale strandings or carcasses washing up on beaches just this year on the Oregon coast region.
The Cascadia Research Collective is reporting at least 30 on Washington coastline alone.
Of those deaths, more than half were at least partially attributed to malnutrition. That could have been the cause in more strandings, however, necropsies were not performed in roughly a dozen of the 30 strandings.

Researchers at the company examined four widely used Chinese AI models to evaluate how they performed when tasked with writing computer code. Their findings suggest some models generated significantly more security vulnerabilities under specific conditions, particularly when prompted to believe they were working for U.S. government users.

- As a former X-ray technician, 86-year-old Judy Davis has always paid close attention to her health. When she started feeling off in 2017, she thought she knew what was wrong.
"My left leg started to swell," Davis recalled. "It became quite painful, so I went to my primary and told him I thought I had an inguinal hernia."
Tests later revealed she had an aggressive, fast-growing cancer called Stage 3 Large B-cell Non-Hodgkin Lymphoma. She started chemotherapy right away. When her oncologist suggested a clinical trial at the Providence Cancer Institute, she didn't hesitate.
"I never had any question in my mind that I wasn't going to beat it," Davis said.
It didn't matter that she lived in Walla Walla, she temporarily moved to Portland to be part of it. The trial was piloting an innovative treatment called CAR T-cell therapy.

- Thousands of people filled Albina Park in North Portland on Saturday afternoon for Portland’s largest Juneteenth celebration, a daylong event featuring food carts, live music, vendors, family activities and speakers discussing the history of the federal holiday.
Bands played a mix of jazz and funk as people danced in front of the stage, while children lined up for face painting and ran through the park with butterflies and superheroes painted on their cheeks. A person in a full Batman costume was also seen walking through the crowd, where many attendees sat on blankets listening to the music.
The seven-hour event drew a steady stream of visitors and marked Juneteenth, which celebrates the arrival of Union troops in Galveston, Texas, on June 19, 1865, to announce the Civil War had ended, giving freedom to enslaved people in the state.

- Sunstone Way, a homeless shelter provider in the Portland area, is facing more accusations in a new preliminary report from Multnomah County that says it misused a little more than $3.4 million in county funds.
A county spokesperson said later the funds at issue were up to $3.6 million.
Sunstone Way was known for its operations in both Multnomah and Clackamas counties, running more than 300 shelter beds a night. Its website says it has since closed its six locations due to "decreasing revenues and increasing operating costs."
