He warned the creaking system can no longer be used as a political football while the NHS and families looking after loved ones count the cost.
He invited Tory chief Kemi Badenoch and Liberal Democrat leader Sir Ed Davey to urgent talks later today to discuss the problem governments have kicked into the long-grass for decades.
Ahead of his speech, Mr Burnham said: “Politicians might have different views but I’m serious about fixing this issue and to do that, we have to find common ground and listen to others to find a way forward.”

Polizei Berlin said last night: “At around 6pm, the suspect in yesterday’s attack in the Grosser Tiergarten was located in an allotment garden in Spandau.
“He is said to have rushed toward our emergency forces with a stabbing weapon, after which police firearms were used.
“Despite immediate resuscitation measures, he died at the scene.”

- A massive explosion at a farm in Essex has shaken buildings up to 15 miles away, with footage showing a huge fireball erupting from the site.
Essex County Fire and Rescue Service said more than 100 firefighters worked to tackle a blaze involving industrial units at a farm off Southend Road, between East Hanningfield and Rettendon, near Chelmsford, on Friday evening.
The blaze, which is understood to be at Highlands Farm, has been declared a major incident due to its size. Around 50 firefighters will remain at the scene overnight and into the morning. Police have cordoned off a large area around the site.
"If you live or are travelling nearby, please continue to keep your windows and doors closed," the fire service said. "Please avoid the area while we deal with this incident."

- Donald Trump keeps threatening to commit war crimes, as he rapidly unravels over the Iran war.
The US President is under mounting pressure over the deepening quagmire - and it's starting to show.
He had a minor Oval Office meltdown yesterday, after he was asked what the plan was, given Iran clearly aren't as eager to make a deal as he claims they are.
Today the deep failings of his Middle East adventure were brought into focus in the most acute way, as he travelled to Dover Air Force Base for the dignified transfer of three troops killed by Iran in Jordan and Iraq over the weekend.

- R&B singer Chris Brown has pleaded guilty at Southwark Crown Court to affray over a confrontation at a Mayfair nightclub. The 37-year-old entered his plea in a hearing that lasted less than five minutes.
Brown had been facing trial later this year after he hit a former friend twice over the head with a bottle on the dancefloor at the Tape private members’ club in 2023. The incident was described as a 'disgraceful, unprovoked assault that put a man in hospital,' by a Metropolitan Police Detective.
He had been charged with assault occasioning actual bodily harm against Abraham Diaw and previously pleaded not guilty and denied having an offensive weapon – a bottle – in a public place, as well as a charge of attempting to cause grievous bodily harm.
There were gasps in the courtroom as Brown today pleaded guilty to affray, with the original charges dropped. He will be sentenced on October 26.

- Andy Burnham has said he wants to “get Britain hoping again” as he opened a new headquarters for the centre of Government in Manchester.
The Prime Minister is expected to work at No 10 North, at Heron House in Manchester, once each week during his premiership, as part of his move to push power out of Westminster.
He described opening the new base as the “best day of my life” as he spoke to staff and ministers there on Friday morning, and said it was a “full circle” experience for him, as he had to leave the North West to start his career.
Mr Burnham added: “And it’s true of places all over the country to get on in life, you had to leave where you where you were because things weren’t here.
“The country has always been a little like that, hasn’t it?
“That opportunity has not been evenly spread around the country, and not all places have felt that they are part of the national story, and that is what...

- Does Andy Burnham have a Trump problem? Well, kind of. Maybe. But it's probably not going to be the problem you think.
We all know Donald Trump loved Keir Starmer. To start with, at least. In fact, European leaders were so surprised at how well Trump and Starmer got on in the early days, given their different political leanings, that Starmer was made kind of an unofficial Trump whisperer.
Anyway, Andy Burnham and Keir Starmer are very much not the same person, and Burnham will be starting from scratch. Until this week, all Trump knew about Burnham was that he was mayor of "some English town."
And after Starmer kinda sorta stood up to him over the Iran war, Trump seems to have soured on the special relationship altogether. I mean, we're not alone in that - there's not many of America's traditional allies that Trump is on particularly good terms at this point. But still, despite the British public really, really hating him - we're frequently told by...

The tariff will be added on to UK goods after time-limited levies introduced by the president in response to a Supreme Court defeat expire on Friday, a US trade representative said.
The UK and 59 other trading partners have been slapped with new tariffs as the US claims they failed to stop forced labour.
The duties range from 10% to 12.5% and target key economic partners, including the UK, EU, Canada, Japan and India.
They will come into effect on Friday, July 24.

- King Charles and Queen Camilla made an out-of-this world entrance at the opening ceremony of the 2026 Glasgow Commonwealth Games.
The pair emerged from the Doctor Who Tardis - the time travelling machine used in the long-running science fiction TV series - to huge cheers at the centre of the Hydro stadium in Glasgow. The Tardis, based on a police box designed by Scottish architect Gilbert Mackenzie, was seen rushing through space and time taking in famous local landmarks such as Loch Ness - famously home to 'Nessie,' the Loch Ness Monster - Edinburgh Castle, The Kelpies, the Victorian Glenfinnan Viaduct, and the Highlands during the Jurassic period.
The Ceremony began with the theme of nature, featuring a magical garden reflecting Scotland’s extraordinary landscapes. It also pays tribute to one of Glasgow’s defining moments - the 1988 Garden Festival, in the same way organisers hope Glasgow 2026 is a defining moment for the Commonwealth Games.

- Business rates will be slashed for pubs, clubs and live music venues across England from April next year, Downing Street has announced.
In his third major new policy since becoming PM on Monday, Andy Burnham said the 20% cut would protect "cherished venues" which have been closing at an alarming rate. He accused his predecessors of not doing enough while hundreds of pubs disappear each year.
No10 says the new business rate cuts will benefit nearly 32,000 venues - saving the typical pub an estimated £1,100 in the next financial year. Mr Burnham and Chancellor John Healey said the £100million support package is fully funded, hinting there could be hikes for businesses they say do not benefit communities, such as vape shops.
The government also said firms that sell through online marketplaces but do not pay their fair share of tax will face a crackdown.

The extraordinary footage captures the cousins, aged 10 and 12, plucked out of the sea by RNLI heroes. The children were seconds from death after getting into difficulty near a pier in Blackpool, Lancashire.
But RNLI volunteers leapt into action and rescued the boys from the waves, just as the youngest was dragged under the water. He was left “gasping for air” while his cousin clung desperately to the pier.

- An Islamic extremist born and raised in Manchester who plotted to carry out a terror attack at a military base alongside the Heaton Park Synagogue murderer has been jailed for life.
Mohammad Bashir, 31, from Cheetham Hill, was told he must serve at least 17 years behind bars, but may never be released.
He plotted with Jihad Al-Shamie, the perpetrator of the Heaton Park synagogue terror attack, to carry out an atrocity at the UK Defence Academy in Oxfordshire.
Bashir drove Al-Shamie to the site, where Al-Shamie carried out 'hostile reconnaissance' and scoped out the reception area and main gate. No attack ever took place there.
But weeks after their 10 hour round trip to Oxfordshire, Al-Shamie, 35, drove his Kia Picanto into the gates of Heaton Park synagogue and began attacking with a knife while he wore a fake suicide belt.

- Andy Burnham has rapped Wes Streeting after he was heard joking about the early prisoner release scheme.
A hot mic clip captured Mr Streeting ribbing new Justice Secretary Alex Norris, describing him as "the enemy" and saying he "wants to let them all out". He later apologised and said there was no ill intent behind the remark, which was seized on by Tory leader Kemi Badenoch.
Asked if this was acceptable, Mr Burnham said during a visit to Bath: “No, it’s not, and certainly that’s been acknowledged, and apologies have been made.”
The exchange happened when Mr Norris approached Mr Streeting and Home Secretary Shabana Mahmood on Tuesday. Defence Secretary Mr Streeting was heard in the video, captured by The Metro, saying: "You know he’s the enemy now."
Ms Mahmood responded: “No he’s not.” The Defence Secretary continued: “He wants to let them all out.” They were heard laughing at the joke.

- Andy Burnham will announce the return of the £2 bus fare cap, slashing day-to-day travel costs for millions of passengers.
Bus users will see single fares limited to £2 across England outside London from January. It is part of the new Prime Minister's plans to offer a cost of living lifeline to hard-pressed voters.
Without the cap, the government warned, fares could soar above £10 on some routes. The Prime Minister said: “Good, affordable transport links are an essential. No one should be priced out of those and left behind.
“But for too long people have said that cheaper transport isn’t an option. I don’t accept that. I’ve done it before and I will do it again now: a £2 cap on bus fares for millions across the country.
“Lower fares will help people get to where they need to – giving them breathing space to help with the cost of living. As I said on my first day in office – I will build a country for everyone, ever...
