In 1819, peaceful demonstrators demanding the vote were set upon by the Yeomanry in Manchester, in what became known as the Peterloo Massacre.
For many on the left, 1819 was a kind of Year Zero in British democracy, leading ultimately to universal suffrage and the birth of the Labour party.
But others say its influence has been over-stated. Stephen Smith reports from Manchester and Alison Morgan of Warwick University and Daniel Finkelstein discuss its significance in studio.

Northern Ireland is particularly vulnerable because about a third of its dairy output is processed in the Republic of Ireland, which would continue to be part of the EU.
The UK is due to leave the EU on 31 October and one source said the culling of cattle could start within weeks of that date if that happened without the UK and EU agreeing a deal.
Newsnight has been told that officials and ministers from the Department for the Environment, Farming and Rural Affairs (Defra), have been warned about the potential for a "major cull of dairy cattle, but they are not listening".

The number of teenagers sent to unregulated care homes outside their home borough has doubled since 2014 and data seen by Newsnight indicates they are set to rise further this year.
The government is set to hold a round-table meeting of care experts to discuss "best practice".
Police have raised concerns to Newsnight about the number of teenagers reported missing from these homes - in one case a child had gone missing more than 100 times.
