- SAN ANTONIO — A flood watch is in effect for the San Antonio area through 7 p.m. Friday as rounds of heavy rain could bring several inches of rain and an increased threat of flash flooding.
The greatest concern develops Thursday afternoon and continues into Friday morning as showers and thunderstorms become more widespread across South Central Texas.
Storms are expected to remain focused mainly west of San Antonio overnight, with only scattered showers or an isolated thunderstorm possible closer to the Interstate 35 corridor. Rain chances increase Thursday as the system slowly pushes east.
The Thursday morning commute could feature plenty of clouds and some scattered rain, but the heavier activity is expected to hold off until later in the day.

- SAN ANTONIO — Dean Radla, the general manager of News 4 San Antonio, FOX San Antonio and CW35, retired Tuesday after 30 years with Sinclair Broadcast Group.
Dean joined Sinclair in 1997 and spent the past 14 years as general manager, overseeing the stations’ operations and serving as a familiar face in the San Antonio community. Before becoming general manager, he worked as the station’s director of sales.
His previous experience also included more than eight years in print media sales management, including at the San Antonio Light.
A native Texan and lifelong South Texas resident, Dean graduated from Southwest Texas State University, now Texas State University. He plans to spend more time with his family, including his seven children and 11 grandchildren.
News 4 San Antonio, FOX San Antonio, and CW35 wish Dean the best in retirement.

- SAN ANTONIO — It is day two of witness testimony in the case involving Jimmy Friesenhahn, who was shot in the neck while working as a security guard outside El Patio Sports Bar.
Jurors heard Tuesday from one of the other security guards who was there.

Walton was talking about Wilmer Vladimir Ortega Ruiz, who is charged with shooting Friesenhahn after a pat-down in March of last year.
Ortega Ruiz was allegedly found with a handgun. The pat-down turned into a struggle before the shooting.
While Friesenhahn lay wounded on the ground, surveillance video appears to show Ortega Ruiz walking away and getting into a car. Walton, one of three security guards at the bar and a longtime friend of Friesenhahn, shot the car’s engine block, disabling it.

- SAN ANTONIO - A Flood Watch goes into effect tonight for San Antonio and much of South Central Texas as forecasters prepare for several rounds of heavy rain that could bring several inches of rain and potentially dangerous flash flooding.
The Flood Watch begins at 7 p.m. and continues through 7 p.m. Friday.
Widespread rainfall totals of 2 to 5 inches are expected across the area, with isolated locations potentially receiving 6 to 8 inches. Flash flooding is expected to be the biggest weather threat, particularly around rivers, creeks, streams and low-water crossings.
Heaviest rain arrives overnight
Rain was already moving through portions of the western viewing area this morning, including areas around Edwards, Kinney, Uvalde, Maverick, Real and Zavala counties.
Some brief moderate to heavy showers were also developing around San Antonio and Bexar County. The more significant flooding threat begins later tonight.

- UVALDE, Texas — Uvalde Consolidated Independent School District will transfer the Robb Elementary campus to the City of Uvalde, opening the door for a permanent memorial and community park at the site where 19 students and two teachers were killed in the 2022 shooting.
UCISD Board President Jesse Rizo announced the plan during a recent board meeting. Rizo’s niece, Jackie Cazares, was among those killed at Robb Elementary.
In the coming months, Uvalde CISD will enter an agreement to transfer ownership of the Robb Elementary campus and the land to the City of Uvalde for an agreed-upon amount,” Rizo said.
The district did not disclose the proposed sale price or say when the agreement could be finalized.

- SAN ANTONIO - The San Antonio Ethics Board has fined District 2 Councilman Jalen McKee-Rodriguez over a social media dispute.
The San Antonio Report first reported the fine, which stems from a Facebook exchange in May.
San Antonio resident Trisha Thatcher-Garza accused McKee-Rodriguez of not responding to an elderly woman’s request for help. In her post, Thatcher-Garza used a racist term to refer to the councilman.
McKee-Rodriguez responded by posting a screenshot of his office’s email response to the complaint. The screenshot included Thatcher-Garza’s personal email address.
City officials are prohibited from disclosing confidential information, including a resident’s email address.
The Ethics Board fined McKee-Rodriguez $1,000 for the violation.

- SAN ANTONIO — A trial date could soon be set for Brad Simpson, the Olmos Park man accused of killing his wife, Suzanne Simpson, as both sides work toward a possible February trial.
Simpson appeared Wednesday morning before Judge Joel Perez in the 437th Criminal District Court for a pretrial hearing.
During the brief hearing, Perez asked prosecutors and Simpson's defense team to work together on a scheduling order that would establish deadlines leading up to trial.

The judge said the two sides have discussed potentially trying the case sometime in February, but no specific trial date was set Wednesday.

According to the arrest report, officers were called to the 9700 block of Data Point Drive after reports that someone driving a silver SUV had hit a person in a parking lot.
Officers found one victim with serious injuries. The arrest report says that person was taken to a hospital, where they later died. A second person was also hit but survived.

- New video from Texas DPS is giving us a look at a chase that ended on the runway of the San Antonio airport last month.
DPS troopers tried to pull over a Chrysler near 410 and Babcock Road around 1:30 a.m. on August 22.
Investigators say 25-year-old Brandon Figueroa took off, eventually leading troopers through one of the airport's gates.
Figueroa was arrested on the runway, with DPS finding a gun inside his car.
He was charged with evading arrest and unlawful carrying of a weapon.

His son David Mendez says the woman police believe was involved in Manuel’s murder is in custody at the Bexar County Jail.
“It does seem like in the last week that everything is kind of falling into place where we know who did it,” David Mendez said. “We’re fairly confident who did it, and we can proceed with pressing charges.”
We’re not releasing the woman’s identity because charges have not officially been charged. Officials are planning ahead if water rises. But neighbors are preparing for another round of rain, in hopes that it doesn't flood again.
For neighbors in one Northwest side neighborhood, the threat of a little bit of rain comes with some anxiety. The root of many of their problems comes from a storm drain which they said still haven't been fixed after the last storm.
"How do you feel.. when you know that it's going to rain?," we asked. "It's uh... makes us very anxious," said homeowner Brad Nevels.
Nevels and his neighbors have dealt with knee-deep flooding on their street for years. A storm drain near their homes hasn't done much to drain high water that comes from Leon Creek. Nevels said he's doing his best to prepare for Thursday's rain.

- A federal jury has ruled against Bexar County in a case that is raising new questions about how law enforcement uses license plate readers, after a Texas man said his plate was flagged in southern Bexar County and that led to a traffic stop and search.
Alek Schott said he was pulled over in March 2022 on Interstate 35 while driving home from a work trip and was detained for more than an hour. The deputy told Schott on body camera, “The only reason I'm stopping you is when I was watching over there, you were drifting over that fog line, but I just want to make sure everything's okay.”
Schott said he was trying to get home to his family when he was detained on the roadside for 76 minutes. “I was traveling back home, trying to get back to my family and kids, and spent 76 minutes, detained on the side of the road for doing nothing wrong.,” Schott said.

- A man who was shot and wounded by an Immigration and Customs Enforcement officer in North Austin this month has been charged with assaulting a federal officer, the U.S. Attorney's Office for the Western District of Texas said.
Wilber Rafael Garcés Pérez, 28, made his first appearance in federal court Tuesday on one count of assaulting, resisting, interfering with and impeding a federal officer, according to federal prosecutors. If convicted, he faces up to 20 years in prison.
A detention hearing is set for Friday.
According to the criminal complaint, ICE officers stopped Garcés Pérez on Sept. 20 because an immigration judge had issued a final order of removal against him.
An affidavit filed with the complaint says one officer blocked Garcés Pérez's car with his SUV and that his car stopped "in a safe area not blocking traffic." The officers said there was no contact between the vehicles.

Chavez says it’s not the official name of the party, but it will fill a void next year. She says it’s an event that everyone can afford, with ticket prices ranging between $15 and $20.
