Famous Silicon Valley venture capitalist Tim Draper can, and his ballot measure that seeks to split up California got enough signatures that it’s going before voters in the state’s general election in November. Draper — an early investor in Skype, Tesla and Hotmail — wants to create new, separate states of Northern California and Southern California and to make the state of California a lot smaller.
The measure says residents of the three new states could pick their own names if the effort is successful.
