The bill expands the authority of public utility agencies to issue bonds and secure funding for infrastructure projects. Hinojosa says the aim of the bill is to make it easier for different agencies to work together on water projects that they might not be able to fulfill on their own. He said his company, South Texas Water Development Private Utilities, LLC, plans to turn sea water in the Gulf of Mexico into drinkable water. He said a pipeline will take the water from the Gulf all the way to Laredo. At the height of production, the plan is to produce 75 million gallons of water per day. The event was held at the Embassy Suites by Hilton in McAllen. Beckham made the news by announcing NADBank had opened the first call for projects under its new Water Resiliency Fund. He invited applications from irrigation districts in the Lower Rio Grande Valley of Texas to support urgent water conservation projects across the four-county region. He said NADBank is allocating up to $100 million from its retained earnings over the next five years to offer concessional financing for eligible projects.
