- People from disadvantaged backgrounds have fewer opportunities to climb the socio-economic ladder. In European OECD countries, children with the greatest socio-economic disadvantage grow up to earn as much as 20% less as adults, than those with more favourable childhoods. Across OECD economies, it takes nearly 5 generations for children from low-income families to approach the average income in their country. Unequal opportunities are not only a moral concern, they also undermine economic and social prosperity.

Growth in 2023 is strongly dependent on the major Asian emerging market economies, who will account for close to three-quarters of global GDP growth next year, with the United States and Europe decelerating sharply. - Farmers face a variety of risks that affect their incomes and capacity to innovate. Climate change is expected to heighten risks and uncertainties in agriculture. A holistic approach to risk management for resilience should take into account all factors that affect farmers' incomes when facing weather, markets, diseases or other shocks.
Agricultural risk management policies should focus on catastrophic risks that cause significant damage to many farmers, and on building the capacity of the sector to prepare for and respond to risk under a wide range of future scenarios. As agriculture faces more frequent and intense natural hazard-induced disasters, it will be particularly important to move from coping mechanisms to building resilience to risk. - Agricultural regions in the OECD have been subject to extensive and increasing water constraints in recent years. Major droughts in Chile, Europe, and the United States, for example, have had major effects on agricultural production. Governments have a role to play by bolstering farmers’ resilience in areas facing increasing water risks and by creating incentives for farmers to improve water use and reduce polluting agricultural inputs. Governments also need to enforce existing water regulations and remove policies that support excessive use of water and polluting activities.
OECD countries have made some progress in water and agriculture policy design, but more efforts are needed to improve water management in agriculture. Reforming policies effectively in this area involves continued preparatory efforts and taking advantage of windows of opportunity, while cautiously engaging into policy changes.
