L’aide publique au développement, ou APD, est une aide financière que des pays accordent à des pays en développement. Lorsque l’on parle d’éligibilité à l’APD, on veut dire que le pays bénéficiaire doit être éligible à des apports d’APD et que le projet doit avoir pour objectif principal le développement économique et l’amélioration du niveau de vie du pays.
Un pays ou un territoire est éligible à l’APD s’il est considéré comme à revenu faible ou intermédiaire selon un ensemble de critères prédéfinis.
L’OCDE tient à jour une liste des pays éligibles, que les donneurs utilisent pour verser leurs apports d’APD.

Official development assistance or what is commonly known as ODA is financial aid that countries give to developing ones to improve their welfare and economic development.
When we talk about ODA eligibility, we can be referring to the eligibility of either the recipient country or the project:
A country or territory is eligible to receive this ODA if it is considered low or middle income according to a set of fixed criteria.
Eligible countries can be seen on a list that we maintain at the OECD and that donors use to disburse ODA.
A project is eligible to be counted as ODA under certain conditions.
In some areas, such as funds to support refugees or peace and security related activities, strict rules apply and donors have to follow them when reporting their ODA.

Achieving gender equality globally will bring positive change to all of society, not just women. Yet, today only 43% of development finance consider gender as an important element. This is the first decrease in a decade.
