Official development assistance or what is commonly known as ODA is financial aid that countries give to developing ones to improve their welfare and economic development.
When we talk about ODA eligibility, we can be referring to the eligibility of either the recipient country or the project:
A country or territory is eligible to receive this ODA if it is considered low or middle income according to a set of fixed criteria.
Eligible countries can be seen on a list that we maintain at the OECD and that donors use to disburse ODA.
A project is eligible to be counted as ODA under certain conditions.
In some areas, such as funds to support refugees or peace and security related activities, strict rules apply and donors have to follow them when reporting their ODA.

Education, employment, and leadership gaps are narrowing in most OECD countries, but structural barriers such as discriminatory social norms remain. The OECD works to drive this progress through mainstreaming gender equality into its analysis. Southeast Asia is on the brink of a major demographic transformation: fertility rates are going down, people are getting older, and as a result the demand for care services will explode in the coming years.
Today, it’s almost always women who provide those services for free at home. Tomorrow, asking women to do more is simply not going to work because the demand for such care services will be huge.
The solution is building strong, formal care sectors; with trained and certified professionals, and with facilities like daycare centres and nursing homes.
This is a big challenge: building a formal care economy demands investment and training. More fundamentally, we need to confront deep-rooted social norms that define women to be the caretakers at home.

Parvenir à l’égalité des genres à l’échelle mondiale apportera des changements positifs à l’ensemble de la société, et pas seulement aux femmes.

Achieving gender equality globally will bring positive change to all of society, not just women. Yet, today only 43% of development finance consider gender as an important element. This is the first decrease in a decade.
Even though the focus on gender equality in vital sectors like agriculture and education is high, it is crucial to boost support across all sectors. For example, development partners need to reverse the downward trend of funding for women’s rights organisations and feminist movements. Today, less than 1% of aid goes to these organisations, who have positive and lasting impact on gender equality. Another example is support to women while delivering humanitarian assistance. It is concerning that only 18% of humanitarian assistance is considering gender equality.
