- Oklahoma Death Row inmate Kevin Underwood's clemency hearing is now set for Friday at 9 a.m.
The hearing notice follows a week-long legal battle instigated by Underwood's attorneys, who objected to a hearing held with a quorum consisting of any less than all 5 of the Board's members. His representation filed suit against the Pardon and Parole Board, initially unsuccessfully, but ultimately received an administrative stay from the Tenth U.S. Circuit Court of Appeals early Monday morning.
The stay delayed the hearing for a second time. Attorneys for Underwood and the Board both argued in legal filings published on Wednesday for and against a continued stay.
The Tenth U.S. Circuit Court of Appeals later lifted the stay on Underwood's hearing, which will continue as planned Friday morning.

- About 150 residents in Guthrie have bills from the city they weren’t prepared for. Many of these bills were hundreds of dollars higher than people expected.
The city measures how much water people use through a meter system. City officials said the system malfunctioned six months ago resulting in inconsistent bills.
“I was not expecting that,” said Rachel Long, who found her water jump about $100. “Normally I pay a bill of one-ten to one-thirteen. That’s not right. something’s not right. I have three kids. I have a lot of bills to pay for.”
Tami Pierson’s bill was worse yet at $840.
“I was shocked,” Pierson said. “My water bill was never over a hundred unless it was winter.”
Some people shared on social media bills north of $1,500.
“It feels terrible and, you know, it feels icky,” Long said.

- A metro man is in jail on a second-degree murder complaint after police say a feud ended with a deadly confrontation.
It happened outside of a home in southeast Oklahoma City, where a family had just hosted Thanksgiving a few hours prior.
Friday, around 2 a.m. police responded to a home near Southeast 44th Street and Sunnylane. Officers found Timothy Brown, 24, lying on the road with gunshot wounds.
“The victim was taken to an area hospital and pronounced deceased,” said Oklahoma City Police Sgt. Dillon Quirk.
According to court filings, Brown and the woman had shown up at the house due to an ongoing feud between their friend groups.
Police said "more than a dozen people" exited the residence---and told Brown he needed to leave.
The argument escalated.
“There was some type of altercation between that victim and another occupant that exited from the home,” said Quirk.

Police said Officer Shamar Kitchens, 23, was accused of punching and sexually assaulting a woman in the backseat of his truck after a night out.
The details in Kitchens' arrest affidavit are graphic. The victim told police she feared for her life. She said Kitchens threatened her with a gun and fired a shot out of his truck.
Police said the victim, Kitchens, and his sister were leaving Norman on Saturday after a night out drinking. The victim said Kitchens went into a violent rage after she received a call from a man. The victim alleged the officer waved a gun around, punched her six times in the face and head, and pulled her hair. Kitchens then demanded the victim get in the backseat, according to investigators.

- A metro man is behind bars and a victim's family is mourning after a DUI crash turns deadly over the weekend.
Police said 19-year-old Larnell Morgan was driving under the influence on Saturday night when he crashed into Patricia Marse’s vehicle on Southwest 29th Street.
"She was the one who would literally give you the shirt off her back if she could," Whisper Mosher, Marse’s niece, said.
The family confirmed Marse died Sunday from her injuries. “At first I thought it was just a dream but then the dream became reality," Mosher said.
Police said it started when officers were called to a disturbance near SW 29th and Agnew, where 19-year-old Larnell Morgan was doing burnouts in the street.
Morgan drove away when police arrived and led them on a short pursuit.
The chase ended when Morgan crashed into Marse.
Her vehicle spun out of control and hit a pole, which ejected her from the car.
