All buses in the city were halted due to the poor weather. 130 people spent the night in the city’s cultural center. All night long, they watched films for free and had tea with wafers. By morning the weather improved, allowing them to go home. The bad weather was nicknamed “black snow” on social media. Temperatures were at minus 20 degrees Celsius, while wind speeds reached 27 meters per second
