Signs warn drivers entering the parking lot at 10th Street and Seawall Boulevard that the beach closes at 8 p.m. and that unauthorized vehicles will be towed at the owner's expense. Just after closing time, one tow truck driver backed the wrecker to a sport utility vehicle, hopped from the cab and then ran to hook up the SUV before the owner arrived. The beach owner said cars shouldn't be towed immediately, and that she would look into the matter. A tow company spokeswoman said the business was following the contract with the beach to clear it at 8 p.m.

The officers can make arrests, though, and help ensure peaceful experiences for tourists.

One of the men apparently gave the rabbits to a woman walking her dog on Galveston's East End with instructions to return them to the Inn, innkeeper Marcy Hanson said.
