This week's #EURACTIV60 focuses on the Turówmine dispute between Czechia and Poland.
The European Court of Justice (#ECJ) has ordered #Poland to pay a daily €500,000 fine because it has not followed its interim measure and continues with mining in Turów.
While #Czechia considers the decision a success, the country prefers to strike a deal rather than benefit from fines. As Czech #Environment Minister Richard Brabec said: “We want – and I hope that Poland wants the same – to strike a deal. It is not only about money, about some compensations but about technical conditions that have to be met before any continuation of mining.”
However, the Turów mine – which is currently responsible for 7% of energy production in Poland – will not be closed, Warsaw confirmed following the EU Court’s order.

- Maritime transport is an essential component of Europe’s transport system and plays a critical role for the European economy. Every year, around 400 million passengers embark or disembark in EU ports, including around 14 million on cruise ships. Efficient maritime transport connections are essential to the mobility of EU citizens, in developing EU regions, and to the EU economy as a whole.
Maritime transport is responsible for about 2.2% of global greenhouse gas emissions. Achieving significant reductions in emissions of maritime transport requires using both less energy (increasing energy efficiency) and new, alternative types of energy (renewable and low-carbon fuels). The FuelEU Maritime legislative proposal aims to increase the uptake of sustainable alternative fuels in this sector. The Commission has also proposed to extend the European Union’s Emissions Trading System (EU-ETS) to the maritime sector.

In discussing how to reduce emissions from agriculture, beef is often singled out as a climate change villain. In the United Kingdom, the recently published “National Food Strategy” proposes to reduce meat consumption by 30 percent over ten years, as a means to reaching the UK net-zero targets. This is a possible way ahead, but it is hardly the only one. - European Union Member States have agreed to reach climate neutrality by 2050 and increase their level of ambition for 2030. This means that Europe needs to amend many of its climate policies.
The Intergovernmental Panel on Climate Change (IPCC) scenarios consistent with limiting the temperature rise to 1.5°C show that removing CO2 from the atmosphere is essential. - Set up in 2005, the EU Emissions Trading System (ETS) is the world's first international emissions trading system. Since its establishment, the concept has had plenty of detractors. Many climate activists considered the market-oriented cap-and-trade approach to be flawed, saying taxes would be more effective to reduce global warming emissions. But cap-and-trade schemes were the global consensus at the time. The ETS has been confronted with several challenges ever since, most notably a carbon price which is generally deemed to be too low.
The current EU carbon market price currently stands at over 50 euros, up from 20 euros a year ago, dramatically increasing costs for polluters. But the global average carbon price is currently only $2 a tonne; too low to trigger the kind of energy transformation needed to stop climate change.

- The EU Emissions Trading System (ETS) has proven to be an effective tool in driving emissions reductions. Installations covered by the ETS reduced emissions by about 35% between 2005 and 2019.
The Commission has recently presented an impact-assessed plan to increase the EU’s net emissions reductions target to at least 55% by 2030. By June 2021, the Commission plans to present legislative proposals to implement the new target, including revising and extending the EU ETS to include buildings and transport. The two sectors might be included directly in the current EU ETS or a separate ETS might be established for them, with a possible incorporation into the EU ETS after the alignment of prices.
