Next week, the European Commission will unveil its proposal to close widening loopholes in the Carbon Border Adjustment Mechanism (CBAM) while setting the thresholds for emissions that will determine whether CBAM will work in practice or not. The design of CBAM is currently flawed, limiting its impact in reducing global emissions and leaving EU industry exposed.
From downstream products excluded from coverage to mis-measured or circumvented emissions, the current system is leaking carbon at every turn. Three loopholes are causing the most damage: the lack of a solution to ensure EU exports' competitiveness, resource shuffling and carbon leakage via downstream products. This allows foreign producers to game the system and forcing EU steelmakers to compete at a structural disadvantage.
Without urgent correction, CBAM will reward creative accounting, not real decarbonisation.

The Tour d’Europe proved it: renewable fuels are a real, scalable and certified solution to decarbonise transport, already available today. Covering 18 countries and more than 80,000 kilometres, vehicles powered by renewable fuels achieved up to 87% CO₂ reductions on a well-to-wheel basis. These fuels work with existing vehicles and infrastructure, offering an immediate complement to electrification.
Yet, Europe’s current CO₂ standards for light- and heavy-duty vehicles fail to recognise their contribution, treating all combustion engines as 100% fossil at the tailpipe. This oversight risks wasting a major opportunity to accelerate emission cuts while preserving competitiveness and affordability.

- Despite significant progress on the supply side, the EU market for zero-emission vehicles (ZEVs) is growing more slowly than anticipated across all vehicle segments, including cars and vans (LDVs), as well as medium- and heavy-duty trucks, buses and coaches (HDVs).
For example, according to the International Energy Agency (IEA), the share of electric vehicle sales increased in 2024 in 14 out of 27 EU member states. However, it either stalled or declined in the remaining ones, including in key markets such as Germany and France, largely due to the phasing out or reduction of subsidies.
To tackle these challenges, the European Commission has put forward several proposals aimed at accelerating ZEVs adoption.
