- Description
- EU law and practice mandate the use of impartial Impact Assessments to guide the formation of EU policies, including climate policies. They are supposed to synthesise the best available cost, technology and scientific information.
At the heart of climate-relevant Impact Assessments are model-based scenario quantification tools. PRIMES is the Commission's modelling tool for the EU Fit for 55 initiative. As with any tool, how the tool is wielded determines results. Incorrect assumptions provided to modellers can result in the well-known "garbage in / garbage out" phenomenon.
The Commission has relied on PRIMES for more than a decade as its primary modelling tool. When PRIMES first appeared, the Commission acknowledged the need for transparency in its use. However, some stakeholders argue that how the Commission uses PRIMES is unknown and unknowable to them as it refuses to disclose its modelling process. They also claim it forbids the managers of PRIMES from sha...

- Energy poverty: How to reduce inequalities?
- Runtime

- Date posted
- Description
- Energy poverty is a situation in which households are unable to access essential energy services, due to a combination of low income, high expenditure of disposable income on energy, and poor energy efficiency. With nearly 34 million Europeans unable to afford to keep their homes adequately warm in 2018, energy poverty is a major challenge for the EU.
The Covid-19 pandemic is likely to have exacerbated the two root causes of energy poverty: living in buildings with low energy performance and being financially unable to heat the household.
According to a recent report by the Jacques Delors Institute, the problem is worse in Southern Europe, where buildings are less insulated against colder weather. This has led some researchers to speak of a geographical and social “energy fracture” running through the EU, which results in a higher proportion of households in the least developed Member States being unable to meet their basic energy needs.

- With the launch of the Farm to Fork (F2F) strategy, EU policymakers have firmly put the need to transition towards healthier and more sustainable food systems on the agenda.
In achieving the ambitious goals of the F2F, it is important to focus not only on the “farm” and the “fork” ends of the equation, but also on what happens in between, at the processing level. In this regard, specialty food ingredients can play a key role in food reformulation and processing.
In order for food producers to be able to keep bringing innovative solutions to the market and enable the transition of our food systems, the food ingredients sector claims its role is essential in the successful implementation of the F2F strategy. Hence the importance to have a regulatory framework recognising and promoting innovation alongside evidence-based policies.

- Description
- The Digital Services Act (DSA) is one of the most important updates of Europe’s digital rules in over two decades. The aim of the regulation is to foster innovation, growth and competitiveness, and facilitate the scaling up of smaller platforms, SMEs and start-ups.
The regulation is key for SMEs, as through a horizontal, harmonised rulebook applicable throughout the Digital Single Market, they should be able to gain access to cross-border customers in their critical growth phase. Particularly important tools for SMEs are digital and personalised advertisements, which allow them to reach consumers and offer products and services.
Following the outbreak of COVID-19 and the subsequent acceleration of digitalisation, a shift has taken place in which customer interactions have increasingly moved from an offline to an online environment. This has resulted in online advertising becoming even more essential for smaller businesses, enabling them to interact with cons...

The criteria for the ESG was defined in alignment with 20 worldwide financial institutions, and it works in a mutual symbiosis with cooperatives around the world.
Nonetheless, each cooperative is born with the purpose of making the world a fairer, happier, and more balanced place with better opportunities for all, based on the premise that it is possible to combine economic and social development, productivity, and sustainability, at individual and collective levels.

This target will be considerably challenging for the Irish transport sector. The Irish Government is strongly focused on the electrification of transport as a decarbonisation solution. In addition to electrified solutions, significant volumes of sustainable Bioenergy and Biofuels including ethanol, will be needed to achieve the ambitious 2030 decarbonisation targets.
According to the International Energy Agency (IEA), of all European direct CO2 emissions from fuel combustion, transportation accounts for 24%. Road vehicles are the source of nearly three-quarters of the carbon footprint of the transport sector, highlighting the need for greater focus on these hard-to-abate subsectors too.

- Description
- This week's #EURACTIV60 focuses on the first blueprint of the EU's future military strategy, dicussed by foreign affairs & defence ministers in the foreign affairs coucil (FAC).
EU leaders are likely to receive an amended version in December, while the final document is set to be approved in March next year, during France’s EU Council presidency.
It’s not just “another policy document, it’s a guide for action,” the EU’s chief diplomat Josep Borrell told reporters after the meeting.
“We’re happy because the document is realistic but at the same time ambitious,” Slovenian Defence Minister Matej Tonin, whose country hosts the EU Council presidency, said ahead of the meeting.
“We need some fine-tuning – one is about Russia, another thing is around the Mediterranean,” Tonin added.
According to EU diplomats, on the latter issue, two member states asked for Turkey to be explicitly named as a threat in the...

- Description
- Clean and healthy soils are integral to achieving the objectives of the Farm-to-Fork Strategy: healthy and sustainable food systems will secure a resilient environment, zero pollution, climate neutrality & biodiversity restoration.
Soil pollution by heavy metals such as cadmium have been degrading the safety of food and water for decades, posing threat to the public health & environment, exposing the most vulnerable populations to risks that should be controlled.
Despite the adoption of the Fertilizers Regulation (EU) 2019/1009 setting harmonized limits on cadmium in phosphates, Europe must nevertheless apply further efforts to ensure healthy and fertile soils, both through the most recent CAP agreement – which rewards the use of ‘cleaner’ phosphates – and through the upcoming new EU Soil Strategy.
The publication of the White Paper on cadmium in phosphates, by OPERA research center of the Università Cattolica del Sacro Cuore takes stock ...

- Discrimination in Europe in times of COVID - How to combat it?

- Description
- Discrimination in Europe is a topic high on the agenda of European leaders and policymakers. But despite all the legislation and policy aimed at its prevention, questions remain as to whether these laws and rules are being applied effectively. According to the Fundamental Rights Agency, the proportion of those who think discrimination in the EU is widespread has increased drastically since 2012, but is the public aware of the tools at their disposal?
European countries “have a duty to ensure access to justice for all” according to the FRA Director Michael O’Flaherty, not just through legislation but by making sure information is easily accessible. This is now more true than ever, with recent developments in Europe such as the “LGBT-free zones” in Poland and the racist behaviour of some in the United Kingdom after EURO2020. It is claimed that the COVID-19 pandemic has also exacerbated racism and related intolerance, with an upsurge in “othering” and racist inc...

- Fit for 55: How to deliver ambitious climate targets while protecting consumers?
- Runtime

- Description
- The EU Commission “Fit for 55” places Europe as the global leader on climate ambition. The EC package has charted a path to reach further decarbonisation in 2030, with a special focus on decarbonising transport and buildings. It also proposes ambitious targets for energy efficiency and renewables, all complemented with social measures to ensure the energy transition will be inclusive, leaving no one behind.
European gas prices have rocketed in the past months as tight gas supplies have coincided with strong demand in economies recovering from the COVID-19 pandemic. At the same time, gas storages have not recovered their usual seasonal levels. EU countries have already taken a range of measures to combat the impacts of rising energy costs, such as social schemes for low-income households and temporary tax breaks on electricity prices.
The negotiations on the "Fit for 55" package will be happening in the midst of high concerns about the impact that the curre...

- The role of electrolytic hydrogen in the clean energy transition
- Runtime

- Description
- Today, 95% of the hydrogen produced in Europe is of fossil origin and a major emitter of CO2. For the EU to achieve carbon neutrality, hydrogen must be produced in a way that emits low amounts of CO2.
One way to do this is to produce hydrogen by electrolysis, using largely decarbonised electricity from the grid. Electricity grids based on renewables and nuclear allow hydrogen to be produced close to industrial consumption centres (without having to rely on dedicated hydrogen pipelines).
Sometimes called “purple hydrogen”, using nuclear electricity for hydrogen production can complement the production of “green hydrogen” (renewable) as it both offers the benefit of low emissions and steady electricity input for electrolysers, allowing large amounts of hydrogen to be produced.
Join this EURACTIV Virtual Conference to discuss what role low carbon electrolytic hydrogen can play in achieving net zero emissions in the EU by 2050. There are still...

- Description
- To fight democratic backsliding and strengthen local democracy, cities have come up with creative tools that can boost citizen engagement, such as participatory budgeting and local consultations.
These forms of public participation can bring democracy closer to the citizens, giving them a voice in local matters.
However, European cities increasingly struggle to find a common ground with their national governments. This growing divide can hinder local actions to the point that some are asking for cities to have direct access to EU funding.
Nevertheless, even when properly funded, these participative tools might not be enough to fight growing populism across the continent.
To fight democratic backsliding and strengthen local democracy, cities have developed creative tools that can boost citizen engagement, such as participatory budgeting and local consultations.

- Description
- The future of Europe’s digital economy, be it in quantum computing, artificial intelligence, communications infrastructure or autonomous driving, will have an leading-edge semiconductor at its heart.
The EU has set forward an ambitious goal to produce 20% of the world’s cutting-edge semiconductors by 2030, up from 9% today. The current chip shortage and its effects on European industry have demonstrated how important a reliable and resilient supply of semiconductors is today. At the same time, Europe’s consumption of leading-edge semiconductors is expected to skyrocket in the next decade.
The global management consultancy Kearney has produced a report for Intel on the future demand of leading-edge semiconductors for Europe and their role for strategic industries in Europe. The report draws on input and intelligence from a cross-section of the ecosystem that surrounds the semiconductor industry in Europe and beyond. Be sure to dive deeper into the report ...

- Description
- Buildings are at the center of our daily lives, where we work, live and rest. On average, people spend 80% of their lives inside buildings – from office buildings, schools, hospitals, to homes. With the Covid 19 crisis, we have never spent so much time indoors since the last 18 months.
At the same time, around 11% of the EU population is living in inefficient homes and affected by energy poverty; the annual renovation rate of the building stock varies from 0.4 to 1.2% in the Member States; more than 220 million existing buildings are energy-inefficient, with many relying on fossil fuels for heating and cooling while the energy prices have recently skyrocketed in a number of EU countries, highlighting the need to cut down Europe’s long-time dependency on fossil fuels.
Not only do we need to speed up the decarbonization of the building stock, which still represents 40 % of EU’s energy consumption and 38% of its emissions, but we must renew our approach by ...

- Description
- In order to achieve the EU’s 2050 climate neutrality target, the European Commission is planning to announce new initiatives addressing the entire life cycle of products. The objective is a design of products that allows circularity, the promotion of circular economy processes and sustainable consumption, and the initiatives should ensure that waste is prevented and that the resources used remain in the EU economy for as long as possible.
The Sustainable Products Initiative, which is expected to be published in December 2021, is a cornerstone of the EU’s endeavours to create a circular economy. It will include proposals to revise the Ecodesign Directive and other legislative measures with the aim to make products placed on the EU market more sustainable.
The European Commission considers detailed and comprehensive information about the composition and nature of products to be a key factor for an effective reuse or recycling of goods. In this respect, the p...
