But Troost Avenue isn't just a street in Kansas City — it's the color line that decided who gets heard and who doesn't.
For decades, Troost split Kansas City in two: a white west side and a Black east side. The 1965 Voting Rights Act promised every voice would count equally. Sixty-one years later, we went to see what that promise actually looks like on the ground, right as Missouri proposed redrawing the 5th Congressional District along that same line.
Representation isn't abstract. It decides which streets get repaired, which schools stay open, which grocery stores survive, and whose complaints reach City Hall as priorities instead of vanishing into silence.
In April, the Supreme Court's ruling in Louisiana v. Callais gutted Section 2 of the Voting Rights Act — "all but a dead letter," in Justice Kagan's words. States are already redrawing map...
