- Description
- This week, the City Council moved to ban horse-drawn carriages in Central Park. The catalyst is the death of an 18-year-old tourist who was thrown from a driverless carriage, adding to a series of recent horse-related incidents. With City Council Speaker Julie Menin backing the effort, a majority of the City Council members support phasing out horse-drawn carriages by June 2028. NY1 investigative reporter Courtney Gross and political reporters Bobby Cuza and Dan Rivoli examine the latest chapter in a debate that has divided New Yorkers for decades.
After that, Governor Kathy Hochul signed an executive order imposing the nation’s first moratorium on large-scale data centers – which help fuel artificial intelligence companies. The order applies to facilities requiring 50 megawatts of electricity or more. The Off Topic team discusses what prompted the move and how it contrasts with Hochul’s earlier approach to artificial intelligence and its role in New York.

- Mahmoud Khalil announces lawsuit against feds, private groups

- Description
- Mahmoud Khalil, a prominent figure in pro-Palestinian protests at Columbia University who was formerly detained by the Trump administration, filed a lawsuit Tuesday against the federal government and several private groups.
Khalil alleges the groups were part of a conspiracy to suppress criticism of Israel by jailing and attempting to deport student activists. His lawyers say this could violate a federal law that restricts government coordination with vigilante groups.
“This case is about far more than what was done to me. It’s about a coordinated, ongoing campaign to punish silence and intimidate anyone who dares to speak out for Palestinian liberation,” Khalil said.

- Hochul explains decision to enact moratorium on AI data centers in New York

- Description
- Gov. Kathy Hochul is enacting a first-in-the-nation moratorium on large-scale data centers in New York in order to more closely examine their environmental impact and to create new regulatory standards.
The rise of artificial intelligence has fed a huge demand for data centers, which require massive amounts of energy and water to cool computer servers. They’ve also sparked a backlash in local communities across the country, in part due to concerns they will drive up utility costs.
“I refuse to let those costs be passed on to New Yorkers,” Hochul said.

- Description
- According to a new study by the city Department of Transportation, parking availability — both inside and outside the Congestion Relief Zone — remained largely unchanged after congestion pricing was implemented compared to before. The study, which used human, stationary and mobile cameras to collect hundreds of thousands of car movements, found drivers did not park on the street outside the zone and take transit or walk into the zone to avoid the toll. It also found that on-street parking continues to be scarce.
