- The CNMI House of Representatives convened an emergency session Saturday, July 18, 2026, and voted 20-0 to pass House Bill 24-107, authorizing the Commonwealth Utilities Corporation to obtain up to $40 million in emergency financing for utility restoration, stabilization and fuel procurement after Super Typhoons Sinlaku and Bavi.
The bill passed as amended on the floor by Representative Vincent R. Aldan, whose amendment moves legislative notice to before any loan closes, and was co-sponsored by every member of the House. CUC Chief Financial Officer Betty Terlaje told members more than 4,500 homes and businesses remain without power, including nearly all of Rota. Testimony also came from CUC Executive Director Kevin O. Watson, CUC board members Miranda V. Manglona and Rebecca White, and Saipan Chamber of Commerce Executive Director Kimberly Camacho. The bill now heads to the Senate, which convenes Monday at 3:30 p.m.

The calm captured here is exactly what forecasters spent the morning warning about: a period of relative quiet in the middle of a 180 mph Category 5 storm, followed by a rapid and violent return of winds from the opposite direction. The National Weather Service warned residents to treat the returning winds like an approaching tornado and stay in an interior safe room.

- The National Weather Service Guam's 2 p.m. tropical cyclone update on Super Typhoon Bavi, Sunday, July 5, 2026, shared by NMI News Service.
Bavi has begun its west-northwest turn, moving at 8 mph with an increase in forward speed expected through Monday. The forecast track takes the storm near Rota on Monday morning. Maximum sustained winds hold at 155 mph, forecast to increase to 160 mph tonight and maintain that intensity through the passage. Typhoon-force winds extend 45 miles from the center, and tropical storm-force winds extend 185 miles, putting every island in the Marianas inside the storm's reach.
Typhoon Condition I takes effect at 5 p.m. for Saipan, Tinian and Rota, meaning typhoon-force winds within 12 hours or less. Saipan's only available shelter at this time is the Kagman Community Center.
Residents across the Marianas should remain in safe shelter through sunrise Tuesday.

From Good Morning Marianas: a country-rock anthem for everyone who just got the lights back on, took the plywood off the windows, and now has to put it all back up. Day 81 of the Sinlaku recovery, and here comes Bavi. So we did what islanders do: we made something to sing.
Gang vocals, handclaps, a chant you'll be hearing in the shelters, and one message for the storm: Bah-vee, Bah-vee, go away.
