On the scene, KOMU 8 News observed four fire trucks, an ambulance and more than a dozen cars.
Police vehicles were among these, and after the man came down, he was put in handcuffs.
It's unclear how security missed the trespasser, but there is surveillance footage of him getting in, a city spokesperson said.'
