Canutillo ISD Superintendent Dr. Josue Borrego joined the KFOX14 Community Conversations segment to discuss what the district is seeing as the year begins. Topics included enrollment trends affecting districts across El Paso and Texas, as well as what enrollment is expected to look like in Canutillo ISD this school year.
Safety was also a focus, including questions about what measures are in place this year following an incident last year involving three employees and a special education student, and what message the district has for parents who may have concerns.

- Police documents allege a Socorro school district trustee was arrested after he got a teenager in a chokehold during a Father's Day barbecue party.
According to the complaint affidavit, on June 21, during a gathering to celebrate Father's Day at a home in Far East El Paso, the 16-year-old victim and a witness allege that Ryan Reid Woodcraft tackled the teenage victim, pulled the kid's shirt over their head, dragged them from the garage into a living room, before putting the minor in a chokehold.
In the affidavit, the victim told investigators Woodcraft, who is a Socorro Independent School District trustee, had been acting strange, was allegedly lifting his shirt to show a "temporary tattoo" on his nipple to the kids, before undressing (it is not clear how much he undressed) and chasing two underage kids into the garage.
Then the victim explained Woodcraft threw a "large industrial trash bag roll" weighing approximately 50 to 100 pounds; however, h...

- President Donald Trump again joked that he plans to run for president in 2028, reviving talk of a third term despite the Constitution's two-term limit.
He made the comment during a speech at the rescheduled White House Correspondents' Association dinner on Friday night. Near the end of his hourlong address, Trump put on a red hat reading "Trump 2028" and told the crowd he had a "scoop."
"I won three times," Trump said, as he suggested he beat former President Joe Biden in what he described as the "rigged" 2020 election.
Now, I'm going to do it again," he added. "It should be easy. I'm getting very good at running for president."
Throughout his speech, Trump mixed jokes with sharp criticism of journalists, political rivals, and celebrities, while reflecting on his often-contentious relationship with the media.
He also spoke about the war with Iran and other administration priorities before ending with the "Trump 2028" hat and his declaration about ano...

- A new trade policy took effect Friday, imposing a fresh round of tariffs on global trading partners tied to allegations that they have failed to stop forced labor used to make products imported into the United States.
The new tariffs apply to 60 countries and range from 10% to 12.5%. Products from those countries make up 99% of U.S. imports.
“We have put our foot down, and we have told the countries, you need to take action. You need to prohibit the import of goods made with forced labor, and you need to enforce these laws so that we all have a level playing field,” Jamieson Greer, the United States trade representative, said Thursday.
Tariffs are a tax on imported goods and are typically passed down to the customer. The new fees take effect as temporary 10% tariffs on trading partners expired following a Supreme Court decision that overturned President Donald Trump’s “Liberation Day” policy implemented last year.

CYFD said the boy’s mother requested he be returned to her, and the department determined she was his legal guardian. The mother is a Mexican national who CYFD said was previously accused of abusing the teen.
New Mexico state Sen. Crystal Brantley said she is concerned about CYFD’s decision to reunify the teen with his mother. “We no longer have eyes on that child and we do not know if they are safe,” Brantley said.

- As summer heat pushes air conditioners into overdrive, many El Paso residents say their electric bills are becoming harder to manage — and some are seeing sharp increases.
One El Paso customer described her bill as “ridiculously high. It’s 428 dollars.” Another said her monthly cost has more than doubled: “I used to pay, like, around 150... 160... and now it’s 360.”
Electricity use is commonly measured in kilowatt-hours, a standard unit. According to the U.S. Energy Information Administration, one kilowatt equals 1,000 watts, and one kilowatt-hour is one kilowatt used for one hour.
That means a 1,000-watt appliance running for one hour uses one kilowatt-hour, while a 100-watt television would use one kilowatt-hour after running for 10 hours.
In El Paso, those kilowatt-hours cost more during the summer months. El Paso Electric’s residential rates are higher from May through October, with tiered pricing based on usage.

Guterres urged warring leaders to end attacks on civilian infrastructure and return to diplomacy. Hours later, Trump claimed Iran wants to negotiate, "but I say they're not ready yet."
"There is no military solution to the conflict. Fighting must stop everywhere in the region. International navigational rights and freedoms in and around the Strait of Hormuz and Bab el-Mandeb must be fully restored," Guterres said.

- As students prepare to return to class, Socorro ISD Superintendent James Vasquez is outlining his focus for the start of the new school year, including what families can expect and what challenges the district is working to address.
Vasquez discussed his top priorities on KFOX14 Community Conversations as the school year begins and what, if anything, will look different for parents and students this year.
The conversation also comes as the district continues working under a Texas Education Agency conservatorship. In April, TEA Conservator Dr. Michael Hinojosa said the district was making progress and expected the conservatorship could end soon, but he also noted there were still issues to resolve. Hinojosa specifically referred to the district’s special education department, and Vasquez is being asked for an update on where that process stands now.

- Description
- The future of the duck pond at Ascarate Park is drawing growing debate as El Paso County moves forward with early plans for a major renovation of the 86-year-old park.
County leaders are asking for more public input after early design concepts included an option to remove the duck pond as part of a larger, multi-million-dollar project to renovate and modernize the park. The possibility quickly drew pushback from some visitors who say the pond is part of what makes Ascarate Park special.

Another park visitor said removing the pond would be disappointing.
“I wouldn’t feel good about it, and it’s pretty disappointing...I’m not against reconstruction or new construction, but at least leave the two bodies of water th...

- Description
- Ysleta Independent School District trustees approved moving forward Wednesday night with the remaining $32 million of a temporary loan package first approved earlier this year.
District leaders said the money is meant to help cover payroll and other expenses as the district waits for state or tax revenue to come in.
Superintendent Dr. Xavier De La Torre said YISD typically receives more than $25 million a month from the state, but there are months when that revenue does not come in. He said the district needs enough money in its fund balance to cover payroll during those gaps.
