"Priority number one in terms of the budget, it needs to be to stabilize the budget," Anthony Rendon told us said. "There are a lot of unknowns, a lot of unknowns with respect to our revenue projections, a lot unknowns with respect to how much COVID is going to cost. Those unknowns, once we figure those out, will then determine how much money there is for other things."
One unknown for many Californians is employment. That, as more than 3.4 million have lost their jobs in the wake of coronavirus, and many are left unable to get through to the Employment Development Department, which Rendon said is "playing catchup."

"What this does, it replenishes our program, the Paycheck Protection Program," McCarthy said. "We've already loaned 1.6 million businesses, and saved 30 million jobs, but that was so popular it ran out of money."
McCarthy added that the replenished PPP funds will allow small businesses to pay their employees, hopefully serving as a first step on the road to reopening the economy. In fact, the package stipulates that 75% of funds granted to a business must go towards salaries, which in many cases may allow businesses to bring back employees they were otherwise unable to pay during the shutdown.

Rep. Adam Schiff thinks the federal government should guarantee a company's payroll during the coronavirus crisis.
"Have the federal government guarantee a large percent of payroll, 80, or 90, or even 100% of payroll," Schiff said. "Workers don't get laid off, they don't have to go on unemployment, when the economy comes back they don't have to start looking all over again for a job, businesses don't have to close."
He's co-sponsoring legislation by Rep. Pramila Jayapal to guarantee 100% of payroll.
Beyond Jayapal's proposal, which would guarantee 100% of payroll, a separate proposal in the Senate from Josh Hawley (R-MO) would guarantee 80% of pay.

- The conversation kicks off with Rep. Adam Schiff's reaction to the guidelines President Trump laid out regarding reopening America in the face of coronavirus.
"Governors want to make sure that they are ready before they talk about reopening," Schiff cautioned, saying states need to make sure they have the testing, swabs and testing kits necessary before moving forward.

Sanders urged the crowd to recruit friends & family to vote. He's hoping for the largest voter turn out in California history.
This rally comes just hours after Pete Buttigieg dropped out of the race. Sanders is inviting Mayor Pete's supporters to back him.
President Trump suggested Buttigieg dropped out to help more Establishment candidates defeat Sanders.
"We are taking on the corporate establishment, we're taking on Trump, we're taking on the Democratic establishment, we're taking on the insurance companies, we're taking on the prescription drug companies. That's what we do. And that's why we're going to win."
Sanders' team told me I've interviewed him more than any other California journalist.

- Governor Gavin Newsom says he's taking "responsibility and accountability" in regards to homelessness in California.
There are more than 150,000 Californians now living on the streets.
"We got to do more and do better, not just more money, but different framework of accountability at the local level."
Newsom is promising $650 million dollars in emergency grants, 100 new trailers, and the conversion of 286 srare properties to emergency shelters.
I asked the Governor what has California gotten wrong?
"We haven’t focused on this issue…we haven’t owned it. We’ve outsourced it to 478 cities to 58 counties. Politicians don’t want to touch this. This is not a good interview. The moment you attach yourself to the issue, folks like you rightfully hold me accountable. It’s a tough and vexing issue."

- In 2019, 567,715 people in the US experienced homelessness on a single night.
151,278 of those individuals were in California.
California’s total represented a 16.4% increase over 2018, one of the largest year-to-year gains of any state, and enough to erase what would have otherwise been a national decrease in homelessness.
This week, in an effort to speak with lawmakers and leaders on both sides of the aisle about one of the major crises of our time, "The Issue Is:" headed to USC, where the Schwarzenegger Institute for State and Global Policy hosted "Unhoused: Addressing Homelessness in California.”
Our exploration of the crisis starts with a discussion with the institute’s namesake, Former California Governor Arnold Schwarzenegger.
Schwarzenegger said that when he sees Californians on the streets, freezing in the cold, it breaks his heart. However, the sight also makes him think of “typical politicians.”
