The plan would ban problematic police officers from being able to serve in other jurisdictions in the state. Sen. Bradford says CA is one of 4 states not to have a decertification process.
"It is common sense, we have methods to get rid of bad lawyers, doctors, teachers, but in CA, we have no way of getting rid of bad police officers."
The California legislature is currently debating the measure.

It's still unclear when the election will be, but its most likely late 2021.

Rep. Adam Schiff says the child tax credit in the #stimulusbill will give parents that qualify more than $3,000 per year for each child.
"It will lift half of the children currently in poverty out of poverty."
Why are Republicans in Congress opposing the #stimulusbill even though most Americans support it?
Schiff says: "In Congress, the Republicans represent the monied interests--large corporations, wealthy families. This bill doesn't have much for [them]."
Republicans say the bill is way too big especially given the facts like California have a budget surplus.
In any event, Schiff says stimulus checks should start going out this month.

- NEWS: I asked California Governor Gavin Newsom about when we might have a "green tier" in California...when things can re-open at 100%.
He said his team is actively discussing the possibility and suggested when he hit between 15-20 million vaccinated residents. He wanted to stress that the current tier system is not permanent.
We spoke at a FEMA mobile vaccination site in Southgate.
The Governor said the state is nearing completion of its goal of vaccinating 2 million lower income residents in especially hard hit areas. When that likely happens this week, it will be easier for businesses to re-open.
This visit comes one day after the Governor's "State of the State" address at Dodger Stadium. The Governor says the "state of the state is...resilient."
As for his most important lesson about leadership this year?

Superintendent Dan Stepenofsky said parents were offered both a virtual and in person option. Kids come to school in co-horts...with some coming in the morning and others coming after lunch. Everyone is temperature tested.
The district says it has a plan ready to bring middle & high school students return.
They'll vaccinate all of their teachers and staff at a mass vaccination event on Saturday.

- California leaders report “significant deficiencies” initially at Perkin Elmer’s COVID-19 testing lab in Valencia. But, they say, the initial problems are being corrected.
“We knew there would be growing pains,” Dr. Mark Ghaly told FOX 11 News. He serves as Secretary of Health and Human Services in Governor Gavin Newsom’s administration.
Both Gov. Newsom & Sec. Ghaly were on hand in October 2020 for the highly publicized launch of the Santa Clarita Valley facility.
At the time, Gov. Newsom promised it would increase the state’s testing capacity by at least 75 percent. They awarded the company a $1.7 billion contract.
Dr. Ghaly said the lab has performed tests on samples from more than 1.1 million Californians.

The federal government is targeting some of the areas hardest hit by COVID-19 & their fortunes are starting to improve.
"I don't see light at the end of the tunnel, I see bright lights," the Governor told me.
The Governor said the state's COVID-19 positivity rate dropped from 9.6 to 3.1% in 30 days & the state has already administered more than 7 million vaccinations.
Still, many California schools have not been re-opened for in person learning.
