- Mr Joonas Pekkanen is the Founder of Open Ministry. This platform facilitates and helps citizens and civil society organizations in their attempt to change the law. Open Ministry does that by developing tools and testing existing tools both online and offline.
This tool makes it easier for the public to understand complex issues. It also offers the possibility to develop campaigns to seek the necessary financial resources (crowd-funding). Since the creation of the platform, 500 ideas have been proposed and 50 projects have been created, five of which have been signed by more than 50,000 voters. Experience in Finland, Italy and elsewhere shows that crowdsourcing encourages the participation of youth and women.

This initiative is an internet-based tool for a better quality of interaction between government and citizens. Its fundamental innovation is a new type of natural opinion flows capture. Crowdsourcing is an open call online for the crowd to perform a suggested task. In other word, it processes data and ideas from a large number of people to contribute to solving a problem.

At the World Forum for Democracy, Mr Senft introduces the “OpenNet Initiative”, whose aim is to increase transparency while providing credible and non-partisan information. This initiative introduces the key question of how democracy and technology can be balanced in order to achieve transparency of democratic institutions with the respect for the rule of law.
However, the initiative highlights the fact that transparency is not a goal in itself. In fact, transparency should be aimed at what is necessary and fair in order to preserve democracy, such as contributing to the fight against organized crime.

In fact, it would appear that many people exchange "political" messages on the web: 1.2% of tweets are about politics in France.
Semantic polling identifies who discusses a given topic, what are the emerging issues, and cluster individuals according to their opinion. It can be used to measure the popularity of politicians to judge media performance during the televised debates between candidates, to assess the reactions of citizens and media as well as refining the arguments in order to be more persuasive to voters. Nevertheless, insofar as each user can be identified and profiled, a range of ethical questions and legal issues arise.

- 04/11/2015 - The report of the International Advisory Panel on its review of the investigations into the tragic events in Odesa of May 2014 has been published and presented in Kyiv today. The Panel has found that the investigations have failed to satisfy the requirements of the European Convention of Human Rights.
The clashes in the centre of Odesa and the fire in the Trade Union Building on 2 May 2014 resulted in 48 deaths and injuries to several hundreds of persons.
The Ukrainian authorities initiated three investigations. The first investigation covers the conduct of the police on 2 May 2014 and the release of detainees on 4 May 2014 after protesters attacked the local police station. The second investigation focuses on the mass disorder in the city centre, and the fire in the Trade Union Building. The third one investigates the conduct of the State Emergency Service (SES) staff during the fire.

- Hate speech, as defined by the Council of Europe, covers all forms of expression which spread, incite, promote or justify racial hatred, xenophobia, anti-Semitism or other forms of hatred based on intolerance, including: intolerance expressed by aggressive nationalism and ethnocentrism, discrimination and hostility against minorities, migrants and people of immigrant origin!
