- The President of the Congress of Local and Regional Authorities of the Council of Europe, Anders Knape, addressed a video message at the International Town Twinning Summit - TWINT Online, on 12 November 2020.
"Town twinning, synonymous with exchange, dialogue, cooperation and solidarity, is an excellent way to contribute to the sustainability of cities. Their ability to carry out their governance functions effectively, both in crisis situations and in everyday life, depends on a series of factors, in particular their resources and their capacity to act independently, with their own structures. A key factor is the degree of consultation and coordination between the local, sub-national and national levels of government," stated the President of the Congress recalling that these principles are contained in the European Charter of local Self-government of the Council of Europe, which has been ratified by all Council of Europe member States.
