- Description
- US President Donald Trump has made conflict resolution a central priority of his administration.
From Ukraine and Gaza to the South Caucasus and the Democratic Republic of Congo, Trump has upended established diplomatic norms in pursuit of a promise made at his inauguration: “My proudest legacy will be that of a peacemaker and unifier.” His approach relies heavily on American leverage and a transactional style, aimed at forcing parties to the negotiating table and locking in peace through deal-making.
This unorthodox strategy has produced mixed results and contested claims of success. It has also unsettled traditional allies and, at times, drawn criticism from within the MAGA base, where some view Trump’s peace efforts as sitting uneasily with an ‘America First’ agenda.
In this discussion, experts will assess the strategies the Trump administration is deploying to end conflicts, where they are likely to succeed or fail, and whether Washi...

- Romania’s geographical position places it at the heart of the effort to defend NATO’s eastern flank.
As a frontline state bordering the war in Ukraine, and amid Russian drone incursions near Romanian territory and intensified information warfare, Romania is acutely aware of the threat Russia poses to European stability. Ukrainian and Russian operations in the Black Sea have given Romania a unique vantage point on the future of naval warfare, while the relocation of NATO’s largest base to Romanian territory underscores the country’s strategic importance within the Alliance.
Oana Țoiu, Romania’s Minister of Foreign Affairs, has repeatedly reaffirmed Romania’s commitment to supporting Ukraine and strengthening European security. She has highlighted Romania’s ongoing defence modernization, sustained investment in its armed forces. Her message aligns closely with NATO’s push to reinforce deterrence along its eastern perimeter and ensure member stat...

- Since the onset of the full-scale invasion, Russia has launched systematic, high-precision strikes against Ukraine’s civilian energy grid. By February 2026, the cumulative degradation of critical infrastructure has reached a critical point that threatens the continuity of essential services and puts civilian lives at risk during the winter season. In destroying power, heating and water systems during sub-zero temperatures, Russia’s attacks aim to undermine morale and put pressure on the Ukrainian state to divert its limited resources from the battlefield to constant, costly infrastructure repairs. Russia’s damage of Ukraine’s energy infrastructure also increases the risk of new waves of displacement which could further strain Western European social systems and political unity.
This discussion will examine the economic and humanitarian impact of Russia’s strikes and explore different response options for Ukraine and its partners.

- With the rise of harmful cyber operations, bringing those responsible to justice is a pressing issue. Whilst many states have laws that criminalize harmful activity such as online fraud and hacking, cyber means can also be used to facilitate or commit international crimes – genocide, crimes against humanity, war crimes and aggression. There is an urgent need to improve the prospects of successfully prosecuting perpetrators of such crimes.
The Office of the Prosecutor of the International Criminal Court has just published a policy on ‘Cyber-Enabled Crimes under the Rome Statute’, which sets out the Office’s intention to investigate and prosecute cyber-enabled international crimes under the Rome Statute on an equal basis with such crimes committed by more traditional means.

- Europe’s political landscape is shifting rapidly. Populist movements have moved from the margins to the mainstream, reshaping debates on migration, sovereignty, climate policy, the EU’s future trajectory, and Europe’s role in the world. Their rise is already forcing governments to adjust — but what if they moved from influencing power to holding it?
What would it mean if Europe’s most powerful states were led by populists simultaneously? Would they moderate once in office or double down on the ideas that brought them victory? And how would this affect Europe’s global posture, unity, and internal cohesion?
This session examines how Europe might respond to such a scenario and, more broadly, how today’s populist parties are already shaping the continent’s future and its ability to navigate current geopolitical challenges.
Key questions to be covered in this discussion include:
- Would Europe still be able to project unity...

- Description
- President Trump’s second presidency poses a stark question: has the United States shifted from a reluctant hegemon to something resembling an imperial power?
The administration’s foreign policy is characterised by transactional deal-making, disregard for international norms, indifference to traditional allies, and a willingness to use hard military power. The operation to capture Venezuelan President Nicolás Maduro brought these tendencies into sharp focus. For Europe, the implications are profound. This shift threatens not only the future of NATO and the European defence architecture that the United States underpins, but also raises direct concerns about territorial integrity, given explicit threats to annex Greenland, part of NATO ally Denmark.
The Maduro operation underscored the administration’s readiness to deploy US forces to achieve foreign policy objectives. All loosely aligned around a hemispheric vision in which Washington dominates the Wester...

- The post-war rules-based order is breaking down, giving way to a ‘new world disorder’ defined by rising competition among a wider range of powers, unstable short-term partnerships and transactional, power-based politics that disregard basic protections for people. This is not simply a humanitarian shortfall but a direct outcome of major geopolitical shifts.
The International Rescue Committee’s (IRC) 2026 Emergency Watchlist warns of a widening gap between rapidly escalating humanitarian crises and collapsing global support. Crisis-affected communities now face extreme food insecurity, massive displacement and the highest levels of conflict since WWII, all while international aid declines and global cooperation erodes.
These dynamics are driving and deepening crises in the 20 Watchlist countries, which represent just 12 per cent of the world’s population but 84 per cent of global humanitarian need. The consequences for regional spillover are increasing....

- The abduction of President Nicolás Maduro in a US raid on Caracas shocked the world – as did President Donald Trump’s claims that the US will now ‘run’ Venezuela and restore its oil industry. Traditional allies seem cautious in their responses, fearful of the consequences of provoking the president.
Other states in the Western hemisphere, including Cuba, Colombia and Mexico, all have reason to fear Washington’s next moves. And NATO allies like Canada and Denmark will be alarmed by the president’s renewed expansionist ambitions.
Join a panel of Chatham House experts to discuss:
What do these events mean for Venezuelans?
How are US actions perceived by adversaries like Russia and China?
How will other Latin American countries like Brazil respond?
What would a revival of the Venezuelan oil sector mean for global markets?
What do US moves mean for NATO – and will they actually make the US more secure?
