- As nuclear energy provides 10% of the world's energy demand, any disturbance may have consequences for local and national economies, the environment and even human life.
The PEST method allows organizations to consider the following elements: leadership and establishing policies for cybersecurity strategy, planning, and risk assessment strategies (Political/Policy) allocating the necessary budget for cyber security incidents and for contingency budgets (Economic); establishing a cyber security culture through training (Societal); and considering the use of technological developments and how these change the risk calculation (Technological).

- Description
- Robert Bosch Stiftung Academy Fellowship Alumni Anahit Shirinyan and Zaur Shiriyev discuss the main foreign policy priorities for Armenia and Azerbaijan, and the countries’ relations with the EU, US and Russia.
Anahit explains that due to its lack of democratic legitimacy, the previous government in Yerevan was more dependent on Russia, and that Armenia’s Velvet Revolution caught Western states by surprise.
Zaur says that while some policy players in Azerbaijan advocate closer links with Russia, they tend to exaggerate Moscow’s capacity to lend Baku support on key issues, such as the Karabakh conflict.

- The disruptive potential of climate change is becoming increasingly evident. The "just-in-time" business model may have kept costs low, and companies lean and nimble, but they do not leave room for unforeseen shocks.
The same applies to cities. Major urban hubs for production, trade and travel are often badly affected by international shocks irrespective of the source.
In the past, floods, droughts and food shortages had devastating but largely localized impacts. Today, these crises often affect more than one country or region.
While the globalization of production chains has brought systemic gains for the world economy, it has also exacerbated the speed and scope of contagion in the event of shocks and disruptions.
Climate-related disruptions are also already testing the resilience of political institutions. Declining trust in government may lead to more reluctance on the part of politicians to take controversial steps needed to fa...

- Description
- As artificial intelligence (AI) becomes more sophisticated, its impact on the public will become more pervasive. A survey undertaken in the US by Northeastern University and Gallup suggests that the public perception of the potential of AI is generally positive but its impacts on jobs, the economy, and income inequality are causes for concern.
The survey further indicates that, while US citizens are generally aware of the need to upskill and undertake further training to ensure they adjust to these new digital changes, few have fully appreciated the implications of the large-scale application of AI.
The panel discusses how public perceptions of artificial intelligence in the UK and North America are shaping the way the technology is being incorporated into strategic plans. How can academic institutions, businesses and governments cooperate to prepare future generations for a world in which AI will be inescapable? What responsibility do these institutions hav...

At the same time, the public and the private sectors are under sustained pressure to increase female representation at senior levels, offer equal opportunity at all levels, end the pay gap and provide more family-friendly policies.

- Examining the common economic factors that continue to drive conflict in Iraq, Libya, Syria and Yemen, which have killed hundreds of thousands of people and displaced millions.
In seeking to explain the violence that has struck the Middle East and North Africa (MENA) over the past two decades, analysis to date has focused predominantly on ideological and identity-based factors.
The authors of a new report by Chatham House - Conflict Economies in the Middle East and North Africa - expand the discourse by incorporating approaches adopted from the literature on the political economy of war to examine the conflict economies in these countries.
Their analysis seeks to develop a framework for comparative analysis of conflict economies at the local level in the region, and show that a ‘political economy of war’ framing offers new approaches for reducing competitive and embedded violence.

- In response to growing concern about climate change, there have been an increasing number of initiatives aimed at reducing deforestation in tropical forest countries, both national and international.
This session focuses on how these initiatives are being coordinated and integrated with efforts to improve legal compliance in the forest sector, and what opportunities these have presented as well as challenges.

- Experts assess strategies in the region for countering terrorism and violent extremism, and for managing the return of foreign fighters, including prison reform programmes and reintegration into society.
North African states face significant transnational challenges over illicit trade, from drugs and weapons to subsidized and counterfeit goods as well as smuggling and trafficking of humans.
How effective are border management approaches to the flows of illicit goods? And what is the impact of security-centric approaches to migrant smuggling and human trafficking?

- Description
- Anthony, founder of the Democratic Society, outlines how technology is able to benefit democratic change in areas such as transparency, accountability, facilitating international conversations, but admits that it is also being used to spread bad information more quickly.
He says that although speed of participation in democracy is a key driver, it is important that the political institutions and systems are also willing to adapt to the new digital age - especially in terms of participatory leadership and regulation.
Anthony is speaking at the London Conference 2019.

- Description
- Ideological and identity-based factors have often been used to explain the violence that has struck the Middle East and North Africa (MENA).
In Syria, Iraq and Yemen, the ethno-sectarian lens has often been used to view new developments in conflict and, in Libya, conflict has been reduced to tensions between Islamists versus non-Islamists.
Our panellists look beyond the ethno-sectarian lens and analyse the economic drivers of conflict in the region. What link do conflict economies in Iraq, Libya and Syria have to their militaries, militias and other armed groups? How do conflict economies drive violence in the MENA region?
And how, and to what extent, do local populations interact with conflict economies?

- Direct Democracy: Participation Without Populism?

- Description
- In recent years, the rise of populism in the West, China’s growing influence in global governance and Russia’s alleged interference in foreign elections have prompted a deep rethink of how democratic systems work – and how they don’t work. Increasingly, liberal democracies are accused of failing to address the dislocations of globalization and the role of technology in amplifying tribalism thus polarizing societies and paralyzing governments.
Against this backdrop, the panellists consider whether and how democratic systems can be rethought and rejuvenated in the 21st century. What new ideas, partnerships and frameworks of governance have the potential to renew existing institutions of democracy? Can social networks and digitization be used to deepen political engagement and empower direct participation without fuelling populism? And is it possible to reconcile the power of direct participation with the values of deliberation, pluralism and compromise?

- Description
- Internet regulation is increasing around the world, creating positive obligations on internet providers and exerting negative unintended consequences on the internet infrastructure.
In some ways, most of this regulatory activity is justifiable. Governments are concerned about the increased risk that the use of the internet brings to societies.
As a response, many governments have been enacting regulations as their main approach to dealing with these concerns. The main challenge is that most of the current regulations are either ill-defined or unworkable.
On the one hand, several governments have established procedures that seek to analyze the impacts of new regulatory proposals before they were adopted.
However, there hasn’t been enough attention aimed at analyzing regulations after they have been adopted and only a few have measures in place to evaluate the impacts of the procedures and practices that govern the regulatory pro...

- Description
- Angelos, an associate fellow with the Europe Programme at Chatham House, is an expert in European politics, populism, and the rise of the far right.
He explains that the opportunities for political parties to use technology are huge in terms of engaging with voters and understanding their concerns, as well as for voters having more direct engagement with decision-making.
However he says the dangers are very present with big social media platforms in reinforcing people's own beliefs and offering debate only with those of the same opinion or those they trust. Changing this could be a huge enhancement for democracy's future.

- Description
- Geopolitical tensions and the rise in contests – between political values, for access to resources and over territorial disputes – are increasing the risks of conflict.
This calls for new approaches to mediating and arbitrating power rivalries, and a better understanding of the motivations that drive conflicts to improve methods of deterrence and prevention.
What confidence-building and de-escalation experiences might be incorporated into any new rules or formal mechanisms for deterrence or conflict prevention? What are the main sources of cross-border risk for which better multilateral responses are needed?
And what does the pace of technological advances imply for the development of new rules to govern the conduct and domains of modern warfare?
