- Belarus plays a key role in Russia’s war against Ukraine. The recent positioning of nuclear warheads on Belarusian soil solidifies its position as Russia’s ‘captive ally’.
At the same time, support for the war among the Belarusian population remains mixed, despite the propaganda delivered by state media. Since the beginning of the war, around a thousand of Belarusian volunteers signed up to fight on behalf of Ukrainian forces in pursuit of regional stability.
The following questions are among those that will be discussed:
What security interests do the West, Ukraine, and Russia have in Belarus?
How does Russia use Belarusian territory and military infrastructure in the war?
How did the war change the Russia-Belarus relationship?
What might make Belarusian attitudes to the war shift significantly? And how much of a problem would that be for the regime?
What is the significance of Belarusia...

- The Democratic Republic of Congo (DRC) is scheduled to hold general elections in December 2023, marking a major test of the country’s faltering democratic system.
The outlook for the polls remains uncertain amid chronic instability driven by militia violence in the east of the country, in addition to recent killings of demonstrators protesting against the presence of the UN mission in the region.
Given the continued dominance of the DRC’s national economy by the extractives sector, natural resource governance remains a critical subject of political debate, including the status of trading deals struck with international partners.
Such issues are likely to be a major focus of the election campaigning period, due to begin in mid-November.

- Description
- In November 2023, the UK will host a major global summit on artificial intelligence (AI), recognizing the transformative impact that AI could have on our economy, society and international affairs.
The summit will focus on ‘frontier risks’ from AI - these are the risks that arise from the training and development of the most advanced AI models, rather than the risks arising from specific applications. In May 2023, over 350 industry leaders signed an open letter warning that AI could pose an existential threat to humanity.
International cooperation appears limited. Diverging approaches to regulation and AI governance have taken root across the world. Competing structures are now evident, from the US and UK’s self-regulatory, decentralised model to Europe’s risk-based, prescriptive approached enshrined in the EU AI Act. There is also the state-led, information control model adopted by China.

Benin’s January 2023 legislative elections saw a return of more inclusive democratic competition, contrasting with rising political instability and insecurity in the wider West Africa region.
In the wake of the coup in Niger, Benin has pledged its support for a possible intervention by the Economic Community of West African States (ECOWAS) – leading the Nigerien junta to end a military pact between the two nations.
Attacks by armed groups at Benin’s northern border have been increasing since 2019, leading the government to recruit 5,000 additional military personnel to bolster defences. Resolving these regional challenges will be critical to Benin’s consolidation of stability, socioeconomic growth and climate resilience.

- Hamas’s attack on Israel shocked the world. Israeli intelligence failed to predict an assault that took hundreds of lives and resulted in the capture of many hostages. Israel has responded with a full blockade of the Gaza Strip and heavy bombardment of the enclave resulting in hundreds of Palestinian casualties.
The Palestinian Authority in the West Bank and President Mahmoud Abbas have so far been unable to play a significant role in calming tensions or garnering support from regional states and the international community. The conflict is likely to escalate and a ground assault into Gaza is possible. While Israel’s military is much larger and more sophisticated, Hamas has developed its capacity and would be fighting in their own streets.

- The age of populism began in 2015. Starting with the election of Narendra Modi in India, Brexit in the UK, Trump in the US and Bolsonaro in Brazil all followed as part of a new form of politics, pitching an imagined ‘people’ against an ‘elite’ and exploiting the new potential of social media and growing resentment to inflame polarization. Politics became even more vicious and divisive while the pragmatic centre ground disappeared.
Across the world, the number of democracies began to shrink, the number of violent conflicts and refugees increased, as did civilian deaths in conflict. And, in 2022, the Russian invasion of Ukraine brought a new authoritarian inflection to the age of populism.
Key questions discussed during this event include:
How do we respond to these threats to democracy?
What hope is there for the centre ground?
What part can hope, reality and truth play in the future of democratic politics and the globa...

- Germany released its first ever Strategy on China in July, setting out how it will respond to Beijing’s growing influence and assertiveness.
The foreign secretary set out the UK’s approach to China in his Mansion House speech in April. Other allies in Europe and beyond are also adjusting their approaches to China.
From supply chain dependencies to human rights, and economic coercion to the ongoing concerns around the Taiwan Strait, Germany’s strategy views China as a ‘partner, competitor and systemic rival’.
That mirrors the approach set out by UK foreign secretary James Cleverly, who argued that Britain must ‘protect’ national security from Beijing’s emerging threats, ‘align’ with key partners in the Indo-Pacific and ‘engage’ with China to maintain stable relations.
But how will the UK and Germany manage the necessary trade-offs between competition and cooperation, security and prosperity?

- Central banks and governments are making progress in bringing down inflation – even, it seems, in the UK. But the battle is not over yet, and the long-term consequences remain to be seen.
Inflation is easing across a number of key economies. In the US, inflation rate dropped to 3 per cent in June, the lowest rate since March 2021, and growth is picking up strongly too, reaching 2.6 per cent year-on-year in Q2.
The UK finally saw some relief with the annual Consumer Price Index (CPI) rate falling faster than market expectations, to 7.9 per cent in June. Other G7 economies are performing less well, but should all see positive growth in 2024.
However, serious threats remain. Russia’s withdrawal from the Black Sea grain agreement, combined with climate-related extreme weather events, threatens a renewed surge in grain prices.
Despite the adjustments made by European gas consumers, a severe winter could create new strains in the Europ...

- Description
- Interviews with those undertaking reconstruction efforts inside the liberated city of Bucha and Ukraine’s south-eastern frontline district of Izium.
Russia’s war in Ukraine has already caused $144 billion of damage to Ukraine’s infrastructure, with 25 000 km of roads and 344 bridges rendered unusable by Russian military actions.
In frontline and recently liberated areas, local communities are trying to fix the damage done by the Russian invaders. But with external funding limited, the reconstruction efforts outstretch the resources of local governments.
This video shows how local communities are navigating recovery in the ongoing conflict.

- Description
- This London Climate Action Week 2023 event explores how governments in Europe and beyond can prepare to meet the challenge of cross-border cascading risks.
Climate impacts are not confined within national borders. They can cascade across and between continents, escalating through security relations, international trade, financial markets, international aid operations and displacement of people.
Under the CASCADES project, Chatham House collaborates with experts and scientists from around the world, assessing these emerging risks, and analysing how they interact with major societal challenges.
Drawing on four years of interdisciplinary research, this event explores emerging recommendations on how governments in Europe and beyond can prepare to meet the challenge of cross-border cascading risks. It both proposes and examines concrete ways for policymakers and societies to build capacity to manage such risks in the years ahead.

- Ending Russia's war and safeguarding Europe's future | Explainer | Chatham House

- Description
- Short interviews with some of the authors of a new Chatham House report which examines the realities of the current war on Ukraine and the long-term consequences.
They outline why they believe the only outcome of the war which safeguards the future security of Europe is a Ukrainian victory, and that therefore international military support to Kyiv should be redoubled.
Many proposals have been put forward for how the conflict could, or should, be brought to a close. But, the authors argue, persistent calls for a ceasefire or ‘negotiated settlement’ to end the fighting without tackling Russia’s ambition will be insufficient and ineffective.

- Broad consensus exists over the need for open climate data to mainstream climate science into investment decisions.
But with a multitude of different models and language for frameworks, disclosures and taxonomies, even those sitting with data often don’t have the capability or capacity to interpret it.
Rapid advancements in artificial intelligence (AI) could disrupt industries that facilitate the capture, flow, and access of climate-related data.
This London Climate Action Week 2023 event discussed how best to harness new technologies to advance climate data mapping strategies, tools and approaches to unlocking capital flows, while considering the broader political and ethical implications of the AI age.

- Ending the war on Ukraine: dangers of a false peace

- Description
- Ever since the possibility of Ukrainian victory could be entertained following the retreat of Russian forces from the Kyiv region in March 2022, the question of how the peace will be achieved has been up in the air. Definitions of success have ranged from the full restoration of pre–2014 Ukrainian territory, to calls for compromise and concession by Ukraine.
As Western democracies are entering new election cycles, a long-term plan is needed for ending the war, and what is to follow. Failure to do so will compromise the broader security framework in Europe and will result in further conflicts in the future.
In this event, we discuss the conditions that need to be met to ensure that Ukraine is whole, free, and independent, that the Russian state is no longer a threat to neighbouring countries. We will also dispel the common misconceptions about how the war’s end might look.
The panel of experts will discuss the following questions:
