- The President of the European Central Bank, Christine Lagarde, the Estonian Prime Minister, Kristen Michael, and the German Digital Minister, Karsten Wildberger, are discussing a potentially more flexible structure for the EU. This model, known as the "European onion," would see the EU abandon its traditional principle of always making decisions as a community of 27. A few countries with leadership aspirations could take on decision-making roles, corresponding to the inner core of an onion.
Michael, however, points out that different "onions" would be needed: different countries are leaders in defense than in finance. "Europe is better off when we stick together," he says. Lagarde adds that the crucial point is that forming alliances within the EU must be possible in principle. She cites the coalition of the willing in support of Ukraine as an example. - In his speech, Merz spoke of a "program of freedom" for Europe, comprising four points. Point one, he said, was the goal of strengthening Europe militarily, politically, economically, and technologically. This, he argued, would reduce dependencies and vulnerabilities. Merz's second point was a fundamental strengthening of Europe: "We must put an end to the proliferation of European regulations so that we are not held back in competition." At the same time, he praised the recent free trade agreements.
Thirdly, Merz addressed the relationship with the USA. He described the relationship between Europe and the USA as "a rift, a deep chasm." Merz demanded that the transatlantic partnership be redefined. This partnership, he said, must be "tangible, not esoteric." He indirectly addressed the policies of US President Trump: "We do not believe in tariffs and protectionism, but in free trade."
