Grant Gulibon with Pennsylvania Farm Bureau describes the action as a preemptive effort to stop the virus from spreading to Pennsylvania dairy farms.

- Pennsylvania State lawmakers began their first attempts at regulating artificial intelligence on Wednesday.
The State House passed House Bill 1598, which amends the Unfair Trade Practices and Consumer Protection Law. The legislation would require disclosure of all AI-generated content for consumer goods.
Democratic State Representative Chris Pielli, who was the bill's main sponsor, said the law puts common sense guardrails up for Pennsylvanians.
“This bill is simple," said Rep. Pielli (D-Chester County). "If there’s AI during consumer purchases and transactions, then it has to say it’s AI.”
The PA Chamber of Business and Industry has come out against HB 1598. The group argues the law is too broad in its scope, not allowing for regular and deceptive AI to be differentiated. They also say the bill would expose Pennsylvania businesses to liability lawsuits.

- A special ceremony was held in York County on Friday, honoring two fallen members of the Pennsylvania State Police killed in the line of duty more than three decades ago.
The service held in Peach Bottom Township honored the lives of Trooper Wayne Bilheimer, 23, and Corporal Paul Almer, 25.
On April 12, 1989, the two were killed when a helicopter they were in crashed into the Susquehanna River while searching for a missing person.
Both active duty and retired members of the force say it's an important event to them.

At Thursday's school board meeting, more than 100 people put in electronic public comments, and dozens more addressed the board face-to-face. Only a few people were in support of the board's actions.
Among them was parent Danielle Gross.

The city partners with parking operator SP Plus and parking manager Trimont, which took over Harrisburg's parking operation in 2013.
The companies made regular multi-million dollar payments to the city when parking numbers were higher. However, when parking decreased following the pandemic, the companies could not generate revenue to offset their expenses and the so-called waterfall payments stopped.

Carlisle Area School District completed a $2 million project more than a decade ago, filling the fields near Wilson Middle and Bellaire Elementary with hundreds of solar panels.
"It's fantastic for our buildings that we're using our own energy that we're creating in Carlisle and it's fantastic for our kids because it's a learning tool that they see every single day," said Dr. Colleen Friend, superintendent of schools.
The Carlisle Area School District installed these solar panels in 2010 and 2011. Since then, it's reported savings of about 14% in electricity costs.

- Ring doorbell video captured the moment flames broke out inside a row home in the 600 block of Ross Street in Harrisburg early Thursday morning, sending several families running for their lives.
“I ran out and a whole bunch of other people did and we all just started beating on doors, throwing trash cans and whatever at windows and everything," said neighbor Khaldun Rasheed.
It was a quick response that helped everyone get out safely. One person was hurt after jumping off a roof, according to Chief Brian Enterline of the Harrisburg Bureau of Fire. Another was treated for smoke inhalation. They're both expected to be okay.
“I just thank God nobody died," said Rasheed. "It was horrible, just horrible.”
The houses that caught fire are a different story.

The Broad Street Market board voted Wednesday to extend the hours of its “stone” building to 6 p.m. on Saturdays in an effort to alleviate the financial burden on its vendors.
That burden has grown since the July fire which severely damaged the market’s brick building, which hasn’t opened since. The board discussed other financial burdens, including a $26,000 price tag for grease traps at the temporary venue.

- The cleaning of a Harrisburg landmark is underway.
On Wednesday, crews began a dredging project of the Italian Lake to clean the water. The City of Harrisburg hired workers from Ecological Solutions Incorporated to clean up sediment, debris, and trash from the bottom of the lake.
“Whenever we’re kicking all of that up and sucking everything out, you never know what you’re going to find," said David Baker, the facilities director for the City of Harrisburg. “Sometimes there’s next to nothing, and it’s just organic material that runs in the lake. But other times you can find furniture, patio equipment, or bicycles.”
A barge will make its way across a quarter of the Italian Lake like a vacuum. Any material that is sucked up from the lake floor will be pumped into a giant biodegradable bag sitting next to the lake.

- Police say an argument ended in a murder-suicide after two people were found dead inside a Lancaster County home on Wednesday morning.
According to Northern Lancaster County Regional Police, around 4:10 a.m. on April 10, officers were sent to a home in the 300 block of Sun Hill Road in Penn Township for a shooting that had just occurred.
Upon arrival, authorities say they located the bodies of a man and a woman inside the home.
Police say that the homeowners Mark Shepherd, 71, and Diane Shepherd, 63, were inside the home with extended family at the time of the incident.

According to the Franklin County Sheriff's Office, at 1:40 p.m., a bomb threat was received by a Franklin County employee working in the Franklin County Judicial Center at 14 N. Main Street.
Residents were temporarily advised to avoid downtown Chambersburg.

Mountville Borough Council members voted 4-2 to pull funding from the Lancaster Public Library’s Mountville Branch. This follows East Hempfield Township pulling its more than $26,000 dollars worth of funding.

Members from the Hershey Bears stopped by on Tuesday, April 9 to prepare meals for families. Bears defensemen Jack Massie and Chase Priskie took over the kitchen for the evening.
"Being able to come to the Ronald McDonald House and cook for people who might need a quick meal between visits," said Priskie. "If we can make someone's days a little bit easier, that was our goal today."
Both made over 50 meals. The menu featured a Bears staple, giving the families a taste of a typical Bears pre-game meal.

One of those organizations is York Fringe.
The York Fringe Festival and York Fringe have one simple mission, to provide a platform for innovative live arts in the City of York.
"We work with artists from all over the country to come to York and do art, do live theatre, dance, music... anything you can imagine," said Karin Swartz, the president of York Fringe.
The event has taken place on and off over the last few years, typically bringing in an audience of roughly 2,000 people per year.
The group aims to keep ticket prices low and accessible.

"Home prices have risen in Pennsylvania the fastest they’ve risen in the history of the Commonwealth in the last four years -- it’s gone up 40%,” said Andrew Szalay, the President & CEO of Lebanon Habitat for Humanity.
Habitat for Humanity leaders and homeowners who went through the Habitat Homeowner program asked lawmakers to increase funding for programs like the Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund and Whole Home Repairs.

Last month, the library's drag queen event was abruptly canceled after a bomb scare.
Last week, East Hempfield Township announced that it would not be donating to the Lancaster Public Library until library officials create a written policy that would prevent another drag queen story hour from being scheduled. The township was initially scheduled to provide $26,700 to the library.
Josh Schwartz, the president of the Lancaster Public Library Board, said that the lack of funding would negatively impact the library's Mountville branch.

- Lebanon County is toying with the idea of adding a four-legged employee to its courthouse staff.
The county is looking at the possibility of getting a facility dog, which would be another form of support for families and staff who may find themselves in a stressful court-related situation.
The dog would come from Susquehanna Service Dogs, an organization that is part of Keystone Human Services and is based in East Hanover Township. It breeds, raises, and trains dogs to become service and facility dogs for a variety of reasons.
According to executive director Deb Tack, the dogs start at Susquehanna Service Dogs as newborn puppies and begin to learn skills as young as three days old.

“His first plan was built on something called the Heroes Act of 2023 and was rejected by the Supreme Court as unconstitutional, essentially because it did not involve congressional approval,” said Jess Cornaggia, a professor of finance at Pennsylvania State University Smeal College of Business.
The president announced the new plan will be structured under the Higher Education Act to avoid similar legal pushbacks.
