Hello. I want to take a moment to speak with you today about a significant type of fraud targeting Americans – especially our seniors and other vulnerable citizens. Each year, tens of millions of letters are sent to Americans falsely claiming that the recipient has won cash or valuable prizes. In order to collect these benefits, the letters say, the recipient need only send in a small amount of money for a processing fee or taxes.
These offers are a fraud, but they are not as easy to recognize as you might think. The letters appear to come from legitimate sources, typically on official-looking letterhead personally addressed to the recipient. BPD makes stops, searches and arrests without the required justification; uses enforcement strategies that unlawfully subject African Americans to disproportionate rates of stops, searches and arrests; uses excessive force; and retaliates against individuals for their constitutionally-protected expression.
