- Opening remarks by NATO Secretary General Mark Rutte at the North Atlantic Council in Foreign Ministers Session, 3 December 2025.
🗣 | NATO Secretary General:
Good morning all of you and welcome.
Welcome to this meeting of the Foreign Ministers of NATO.
In this session, we will assess the progress made in strengthening our collective defence since NATO leaders met at the historic Summit in the Hague. We will also look ahead at what more Allies need to do as we start preparing for the next Summit in Ankara in July 2026 and we face real and lasting dangers.
Russia continues to test our deterrence. Russia has violated our airspace with jets and drones, conducted sabotage and sent spy ships into our waters.
These actions are reckless and they are dangerous, and it's not Russia alone.
It is working closely with China, North Korea and Iran to attempt to disrupt our societies and tear up the global ru...

Good morning all of you, at this early hour.
Looking forward today to host the foreign ministers of NATO. Of course, we'll be discussing the historic The Hague Summit, and to make sure that we implement all the decisions when it comes to, and so to discuss the implementation of that summit - particularly when it comes to defence spending. Ramping up to 5% on a credible path, defence industrial production - we have to do much more - we are doing better, but still a lot to be done. And of course, keeping Ukraine as strong as possible in the fight today, but also to be in the strongest possible position when peace talks really start to happen, in a way where this could lead to a result.
And then we will also have the NUC - NATO-Ukraine Council - later today, the lu...

🗣 | NATO Secretary General:
Prime Minister Frostadóttir, dear Kristrún, it is a pleasure indeed to be back in Reykjavík. This is the northernmost capital in NATO, I think even in the whole world. And I want to thank you for your warm welcome, for the friendship. And it is great to see you now in Reykjavík.
Since you took office - it is now almost a year ago, I think, in December - you have made Iceland's continued commitment to NATO clear. Very clear. And your government has ambitious plans to take the hard, but I believe also the necessary, decisions required to increase defence and security related spending, and for this, I commend you. 🗣 | NATO Secretary General:
It's a real pleasure to host the Minister of Defence of Ukraine Denys Shmyhal here at NATO. It is a great, great honour, and the more because he was Prime Minister before. So we have been working together now for four years, basically since this terrible, full onslaught of Russia on Ukraine started in February 2022, and even before I visited you in Kyiv, so I think Ukraine could not have a better Defence Minister than you. - Description
- Statement by NATO Secretary General Mark Rutte on the violation of Polish airspace by Russian drones, 10 September 2025.
🗣 | NATO Secretary General:
Last night, numerous drones from Russia violated Polish airspace. Our air defences were activated and successfully ensured the defence of NATO territory, as they are designed to do. Several Allies were involved alongside Poland. This included Polish F16s, Dutch F35s, Italian AWACS, NATO Multi Role Tanker Transport, and German Patriots. I commend the pilots and all who contributed to this quick and skillful response.
The North Atlantic Council met this morning and discussed the situation in light of Poland’s request for consultations under Article 4 of the Washington Treaty. Allies expressed solidarity with Poland and denounced Russia’s reckless behaviour. A full assessment of the incident is ongoing. What is clear is that the violation last night is not an isolated incident.

- NATO Secretary General Mark Rutte gave a speech at the IISS Prague Defence Summit.
🗣 | NATO Secretary General:
Thank you Dr Giegerich, dear Bastian.
Let me say, thank you all for being here. I see many faces I know so I cannot hug you personally at the moment but I would have loved to do that.
And it’s also good to be back in beautiful Prague.
It is a pleasure to have the opportunity to have this debate with you this morning.
IISS has a reputation when it comes to assessing military capabilities, you know that - “military balance” if you will.
So, it comes as no surprise that we are here today, and I’m here today, to talk about European military capabilities – and what we need to keep our continent safe. Now but also in the future.
And this is such a crucial topic – and you will not be surprised to hear me say that we need more than we currently have.
A lot more, I can tell ...

And good to be with you again following a very important meeting in Washington earlier this week.
Three and a half years after Russia’s full-scale invasion, Ukraine continues to stand strong.
And your friends and partners in NATO continue to stand with you.
Our support is unwavering and continues to grow. Including, as you said, through the new Prioritised Ukraine Requirements List – PURL – that supports a crucial flow of lethal US weapons to Ukraine through funding provided by NATO Allies.
In less than one month indeed, this has already meant an additional $1.5 billion of...

🗣 | NATO Secretary General:
Dear friends and colleagues,
Today we mark 30 years since the genocide at Srebrenica.
A tragedy that shocked the world.
And forever connected my country with yours.
I visited the memorial centre in Potočari as Dutch Prime Minister.
And I met with the mothers of sons who will never grow old.
We will never forget the horror of those dark days.
And our thoughts are with all those who were affected.
But in honouring the past,
it is our duty to build a brighter future.
This year also marks the 30th anniversary of the Dayton Peace Agreement.
Dayton may not be perfect.
But it remains the cornerstone of a stable Bosnia and Herzegovina.
And it showed the world that peace can prevail.
