The agency's report chronicled multiple inspections, and extensive interviews with children, parents and court-appointed guardians. It contains numerous allegations of excessive force being used against young patients, unsafe living conditions, and only sporadic mental health treatment.

- Jeff Webb was known as the “father of modern cheerleading,” and served as a mentor to the late right wing activist Charlie Kirk. Earlier this year, the 76-year-old founder of the cheerleading company Varsity Spirit was playing pickleball when he suffered a freak accident: he fell and hit his head. The fall resulted in what would be a life-ending injury. Webb was placed on life support for approximately two weeks before his family made the decision to remove him.
