- Rochester City Atty. Terry Adkins discussed Rochester's panhandling issue with Andy Brownell and Tracy McCray on Wednesday's Rochester Today show on KROC-AM.
The City Council directed Adkins on Monday to bring a draft ordinance to the Council in July covering a proposed prohibition on so-called "aggressive panhandling." During the radio program, Adkins indicated he would add some language to the draft ordinance that would basically require that a panhandler be issued a warning, and informed of the law and the local services for people in need, before a citation would be issued.

- The legal fight involving the contract for operating Rochester's public transit system is not over. City Attorney Terry Adkins has been informed the Minnesota Supreme Court has agreed to partially review the case by looking at two of the four issues raised by Rochester City Lines in its legal challenge to the city's decision to award the contract to another company in 2012.
Adkins says the state's high court will not be considering RCL's claim that the awarding of the contract to First Transit amounted to a "taking" of property or a defamation claim against a member of the City Council. The Court of Appeals earlier upheld Olmsted County Judge Joseph Chase's ruling to dismiss RCL's lawsuit.
Adkins expects the Supreme Court to schedule arguments in the case this fall, with a ruling anticipated early next year.
