Several members landed in Bilbao Airport on Saturday, before clashes broke out between the Ertzaintza, an autonomous police force in the Basque Country.
As police beat some of the members and others were being arrested, activists began hopping onto one another, forcing officers to separate them.
According to Euro News, four activists were arrested for charges ranging from serious disobedience, resisting authority and assaulting a police officer.
The clash occurred after six flotilla members posed for the media while blocking off one of the airport’s arrivals exits, leading to police intervening.

Zelensky took the secure messaging app Telegram to call the hypersonic missile launch "genuinely deranged".

Police say they were first responding to a domestic violence incident that occurred between a man and a woman.
When officers arrived, they were confronted by a 48-year-old man who was armed with a gun and making threats toward them.
The man dies at the scene despite officers performing CPR on him.

Located outside the Walkerville Council chambers, the bronze piece called 'The Sponge' is worth $60,000.
At around two am May 23, a thief dressed in hi-vis removed the statue from its position, before placing it in a wheelbarrow.
An investigation into the incident is underway.

The incident occurred at Kennedy Shoal, about 160km south of Cairns, just after midday on Sunday.
The man was reportedly bitten by a shark in the surf and was pulled from the water on a vessel and taken to shore, where he died from his injuries.
