- South Korea announced it will give dog farmers subsidies and incentives to help them prepare for a ban on the practice, set to take effect in early 2027.
The country has more than 1,500 dog breeding farms and more than 200 dog slaughter houses.

- A Cambodian man who crashed his speeding BMW at a Melbourne intersection last year, instantly killing a husband and wife, has been sentenced by an Australian judge to more than 12 years in prison.
The Sept. 20 sentence of Doeun Udamseney has been hailed by observers and legal experts in Cambodia who point to numerous other cases of fatal traffic accidents where high-profile government officials and businessmen have faced lenient punishment or no legal consequences at all.
Doeun, 25, is the son of Doeun Sovann, a secretary of state at the Ministry of Interior. He moved to Melbourne when he was 16 and was most recently a nursing student.

- Vietnam has released two prominent political prisoners just one day before its top leader, Communist Party General Secretary To Lam, departed for the United States to address the UN Summit of the Future and the 79th session of the United Nations General Assembly, according to Vietnamese media. Among those released was Tran Huynh Duy Thuc, who was freed eight months before completing his 16-year sentence, his brother Tran Huynh Duy Tan told Radio Free Asia.
RFA's Vietnamese service captured Thuc’s emotional reunion with his father after nearly 16 years in prison. His release comes amid a government crackdown on the democracy movement. While no official reason was given for the releases, they occurred just one day before To Lam's departure for the UN summit.

- North Korea test fired multiple short-range ballistic missiles in a northeastern direction on Wednesday, Sept. 18, 2024, South Korea’s military said, just days after the North unveiled a uranium enrichment facility.
The Joint Chiefs of Staff, or JCS, said it detected the launches at about 6:50 a.m. from the North's Kaechon area in South Pyongan Province, north of the capital Pyongyang. It said they traveled about 400 kilometers (250 miles), without providing further details.

- Vietnam’s coast guard has held a rare live fire exercise to test responses to security threats, in an area off its central coast on the South China Sea.
The Sept. 5-11 exercise was conducted by the Vietnam Coast Guard Region 3, in the waters off Binh Thuan province, the force said in a press release.
Coast Guard Region 3 with headquarters in Ba Ria-Vung Tau province is one of Vietnam’s four coast guard zones, responsible for safeguarding its claims in the South China Sea as tensions are rising in the regional waterway.
